of Alcohol, Tobacco and Firearms (ATF) has a requirement to implement
a secure Image Archive/Retrieval System. This system will contain
images, information and nomenclature for the 500 most commonly traced
or most difficult to trace firearms. Information will be used to assist
ATF Offices and Law Enforcement Offices nationwide to trace guns in
support of the President's Youth Crime Gun Interdiction Imitative
(YCGII). The completed product shall be compatible with the following
system specifications: 1)PC with WIN 95/98NT, 2)MAC 7.x or 8.x,
3)Netscape 4.07, Netscape Communicator, 3)MS Internet Explorer 4.5. The
resultant website shall have the capability to perform the following
functions: 1)Provide the Crime Gun Analysis Branch(CGAB), ATF offices,
and local law enforcement offices the ability to log in to an Internet
website and view the most commonly traced guns. 2)Provide a website
location, with 16X zoom-in capability, without the need for additional
plug-ins to the web-based browsers oradditional cost to the user(s).
Example: with 16X magnification you would be able to zoom in on a human
eye and see images reflected in the eye. 3)Ability to pull up images
and zoom in with 16X magnification on any portion of the image.
4)Ability to adjust brightness, contrast, sharpness, and the red, green
and blue color in any image, via website, through a standard browser,
without the need for additional plug-ins, configurations, or software.
5)Ability to change resolution on the fly. 6)Unlimited user access to
the system without the need to purchase additional licenses. 7)Ability
to provide audit trail for all users. 8)Ability to provide
visual/object recognition. 9)Ability to immediately download file
and/or photograph in the original or blown-up format. Prior to award,
CGAB requests the opportunity to request a test via the company's
website to ensure that the above capabilities exist. Period of
Performance 10/1/99 thru 9/30/00. Award will be based on technical
capabilities on an all or none basis. This procurement is a total Small
Business Set-Aside and will follow simplified acquisition procedures
under FAR Subpart 13.5. Awardee must complete an SF-3381 ACH Vendor
Enrollment/Miscellaneous Payment form for payment via EFT. All
interested parties must submit a quote within 15 days after date of the
publication of this notice. Quotes must include price and product
literature information which list specifications. Quotes are acceptable
