Standards and Technology (NIST) intends to negotiate on a sole source
basis with Aero-tech, Incorporated, Hampton, Virginia, for research and
development services . The Contractor shall provide services in the
laboratories at NIST at least 32 hours per week to set up and to
analyze an absolute calibration facility and a transfer calibration
facility. This project shall address present issues in making accurate
high heat flux measurements in calibrating heat flux transducers using
a radiation facility, and in corroborating heat flux calibrations with
other laboratories. This project is beneficial and critical to fire,
gas, turbine, and electronic cooling applications. F.O.B. Destination,
Gaithersburg, Maryland. The period of performance shall be from date
of award until February 28, 2000. There are also three additional
option periods until September 30, 2002. The proposed requirement is
for supplies or services for which the Government intends to solicit
and negotiate with only one source under authority of FAR 6.302. This
is a sole source requirement because the key personnel, Dr. Murthy
Annageri, has invaluable experience in the design, setup, and testing
of heat transfer and aerodynamic systems. He is a world leader in this
area and has participated in numerous thermal science applications all
over the world. This is a continuation of a previous project in which
Aero-tech was involved. It would take many months for someone else to
become proficient in this area. Interested parties may identify their
interest and capability to respond to this requirement or submit
proposals. This notice of intent is not a Request for Proposals.
However, all proposals received within 45 days of this notice will be
considered by the Government. A determination by the Government not to
compete this proposed requirement based upon responses to this notice
is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive requirement. See Note 22
