THIS IS AN UNRESTRICTED PROCUREMENT for The Office of Housing, Research, Evaluation and Monitoring which plans to procure contract services to establish the design for the linked qualitative and quantitative measurement of the impact of the Moving to Opportunity (MTO)program. The study encompasses the participating families in the five sites in which MTO is operating, and to provide the framework for the final impact study. This study will also systematically gather and analyze information about these impacts and provide a careful, rigorous social science assessment of those impacts for presentation to HUD and to a wider policy research audience. The Request for Proposal release date will be on or about November 22, 1999. Offerors may obtain a copy of the solicitation by submitting a written request along with two (2) self-addresed labels to the above address. No fax requests will be accepted.
