National Archives and Records Administration intends to conduct
negotiations on a single source basis with Records Engineering, LLC for
support to the Nazi War Criminal Records Interagency Working Group
(IWG) established in accordance with the Nazi War Crimes Disclosure
Act, Public Law 105-246, Executive Order 13110. The IWG is responsible
for locating, inventorying, recommending for declassification, and
making available to the public Nazi War criminal records. The Executive
Order directs the IWG to coordinate with agencies and take actions
necessary to expedite the release of records to the public. The law
requires work to be completed and reported to Congress within one year.
Contractor personnel must possess intimate knowledge of national
intelligence agencies' document security practices and procedures; have
experience declassifying intelligence documents under EO 12958; have
experience developing and managing records systems and software in the
intelligence community; and have current Top Secret/SCI national
security clearances. All responsible sources able to proved this
support are invited to identify their interest and ability to meet this
requirement by submitting a response to include technical capability,
pricing data and other information which shows a bona fide ability to
meet this requirement within 10 calendar days of this notice. No
contract award will be made on the basis of quotations/proposals or
other information received in response to this notice. A request for
solicitation document will not be considered an affirmative response.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
