sought synopsis dated 7 May 1999 and 9 June 99, same subject, to
announce and invite industry to an informational briefing detailing the
Engineering, Analysis Design and Development II (EADD II) requirements
and inviting questions and comments from Industry prior to any request
for contract proposals. Industry Day will be on Friday, 24 September
1999 from 9:00 a.m. to 1:00 p.m. at the Aerospace Corporation, 2350 E.
El Segundo Blvd., Bldg. A-1/ Room 1062, El Segundo, CA 90245. To
ensure access, all interested parties must fax a list of attendees to
(310) 336-6983 attn: Louise Chavis by 22 September 1999. Signs
directing conference parking will be located in the Aerospace parking
lot. Further information will be posted at www.eps.gov (USAF Offices,
AF Material CMD Locations, SMC). This synopsis is for potential sources
sought only and does not constitute a commitment on the part of the
Government to purchase or acquire systems or services. The government
will not pay for data or time expended in response to this synopsis.
Firms that have already submitted a Statement of Capability (SOC) are
not required to amend their SOC. The technical work anticipated to be
accomplished under EADD II involves highly specialized engineering and
technical skills/experience that are needed to create new DoD space
mission concepts, roadmaps and architectures, develop and acquire new
DoD space programs, and effectively exploit the commercial and
international space sectors. Offerors must have skills/experience in
the full spectrum of national security space planning, architectures,
systems engineering, modeling & simulation, experimentation, rapid
prototype development, and have current insight in all emerging space
technology areas and space operations missions including national space
systems. Knowledge and experience in military space mission areas_space
force enhancement, space forces support, space control, and space force
application is required. Specific support capability areas include, but
are not limited to:  reusable launch vehicles, space
maneuvering vehicles, space operation vehicles, and satellite recovery
vehicles to enhance, support and ensure space access;  air &
space integration and global multi-mission service platforms to
facilitate space mission modernization;  space based moving
target indication, target extraction using hyper-spectral imaging, and
OPELINT concepts to optimize battle space awareness;  space
surveillance, space protection, and associated technologies to enhance
and support the space control mission;  space based
interceptor and space based directed energy concepts to support
ballistic missile defense;  space based moving target
indication, target extraction using hyper-spectral imaging, and OPELINT
concepts to optimize battle space awareness;  partnership and
joint venture concepts that enhance and support military exploitation
of the commercial space and support information operations/warfare
capabilities;  aerospace operations center concepts that
enhance and support the integration of air and space command and
control capabilities;  various concepts that enhance and
support information operations/warfare capabilities;  develop,
maintain, and use space modeling & simulation tools to provide
analytic insight to enhance and support high level acquisition and
force structure decisions;  compile, research and recommend
operational and system requirements for space mission application
areas;  develop integrated trade studies on capabilities of
existing and emerging systems, technologies, and data from all sectors
[government, commercial, international] to support tactical military
applications;  interface with a broad spectrum of on-going DoD,
National, and Battle-Lab efforts including support to the development
of doctrine, tactics, techniques, and procedures;  support
real-world contingencies, exercises and demonstrations to include
deploying and operating hardware and software systems, establishing
communications capabilities, and applying new tactics, techniques, and
procedures;  develop, integrate, test, and evaluate prototype
systems and software across a broad spectrum of DoD air and space
assets to include development of CONOPS for subsystems and various INTs
[e.g. SIGINT, IMINT, MASINT, ELINT _];  provide logistics,
sustainment, and transition support to systems/software to include
property management, maintenance, sparing, training, documentation,
data/license rights, configuration control, and transfer of
systems/designs to offices/agencies;  support acquisition
security management functions including system security management
planning, software risk assessments, system certification and/or
accreditation packages, and related information protection functions
