It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis based upon the authority cited in 41 U.S.C. 253(c)(1) and FAR 6.302-1(b)(1) with Knowlix Corportion, 352 W. 12300 South Building, Draper, Utah 84020, will provide a knowledge tool that can push knowledge out to users quickly and efficiently with easy-to-navigate solutions. NLM has determined that Knowlix is the only firm capable of providing a tool that is compatible with their existing production ServiceWare Inc. knowledge base software and Quintus Corp.'s problem tracking software. In addition, the software must provide the ability to access all knowledge bases at the same time treating the entire library as a single volume, expand searches automatically to the internet if a local search doesn't exist and provide knowledge metrics for solution relevancy ranking. This is a proprietary software package. Interested vendors may identify in writing their interest with their capability statement to the Contracting Officer prior to the closing date of this notice. The Government will consider all responses received before the closing date of this announcement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is soley within the discretion of the Government.
