a combined synopsis/solicitation for Local Telephone Exchange Service
prepared IAW FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation DAHA27-99-R-0003 is
issued as an RFP. This solicitation document incorporates provisions
in effect through Federal Acquisition Circular 97-13. SIC code is 4813.
This requirement is for local exchange services for the New Hampshire
Army National Guard similar but not limited to the current services
provided by Bell Atlantic. The requirement is for a one year base
contract period, plus four (4) option years should the government
choose to execute the options. Proposals should include sufficient
pricing information to include any penalties in the event any option
years are not executed. Award shall be based on lowest price
technically acceptable proposal. Persons interested in submitting a
proposal in response to this Solicitation should e-mail

obtain Statement of Work and Service Rate Worksheet. The provision at
FAR 52.212-3, Offeror Representations and Certifications (Oct 1995)
applies to this acquisition. A completed-signed copy of this provision
shall be submitted with any proposal and is available from the

Orders-Commercial Items (Jun 1998 applies to this acquisition. Under

Transfer- Central Contractor Registration (May 1999) applies to this
solicitation. The clause at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes to Defense Acquisition of
Commercial Items (Jan 1999), is applicable to this acquisition. Offers
