ron.soper@gsa.gov. (i) This is a combined synopsis/solicitation for
Commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for proposal (RFP),
GS-03T-99-R-0003. (iii) This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. (iv) This is a full and open procurement under SIC
4813 Telephone Communications, except Radiotelephone. (v) There are 8
contract line items (CLINs) to be priced at a nonrecurring and/or
monthly recurring where applicable. CLIN 0001, ISDN-PRI 23B + D, qty 1;
CLIN 0002, ISDN-PRI 23B + Backup D, qty 1; CLIN 0003, ISDN-PRI 24B, qty
1; CLIN 0004, DID virtual facilities, qty 40; CLIN 0005, DOD virtual
facilities, qty 40; CLIN 0006, DID Numbers, qty 180. DID Numbers must
be available to the Government 5 business days after contract award;
CLIN 0007, Caller ID and Call x Call Selection Features (1 per
ISDN-PRI), qty 3. Additionally, local message usage charges will be
evaluated. Offerors must submit pricing for monthly local calls and/or
minutes of usage based on the following estimates: Monthly local usage
from the Baltimore local exchange area to Baltimore and suburban
exchange areas is estimated at: Area 1 2,500 calls, 9,200 minutes; Area
2 900 calls, 3,300 minutes; Area 3 500 calls, 2,000 minutes; Area 4 --
60 calls, 200 minutes; Area 5 -- 40 calls, 150 minutes and Intra-LATA
Toll -- No calls. This contract will remain in effect for twenty-four
months from the effective date of the contract. GSA has the option to
extend this contract, at the offeror's proposed prices, for up to
three 12 month option periods. GSA may exercise this option by written
notice to the contractor not later than 10 calendar days prior to
expiration of the contract. (vi) Local Exchange services are to be
provided to 31 Hopkins Plaza, (2nd floor telco closet) Baltimore,
Maryland, 21201, using ISDN-PRI technology. All equipment, features,
maintenance, and coverage shall be, at least, comparable to that
provided commercial customers. CLIN 0008, Premises labor and material,
qty 1. Premises labor and material will include a vendor provided RJ48
jack strip (24 jack minimum) in the PBX room. The Government will
provide floor or wall space for a 19" relay rack for mounting the jack
strip, and a multiplexer (if necessary). Vendor CSUs are not required.
The ISDN-PRI local exchange services are required to enable Government
users to access the Baltimore and other suburban local exchange areas,
intra-LATA areas, and interconnection with inter-LATA exchange
carriers. Access to the local exchange shall include TTY Relay and
Emergency 9-1-1 services and functions. The vendor shall provide access
to directory number assistance, e.g., NPA -555-1212. The vendor shall
provide access to operator services assistance. If the vendor requires
a site visit, they should contact Mr. Jim Bethke at 215-656-7406.
(vii) Installation must be complete NLT 11/30/99. (viii) Solicitation
provision at FAR 52.212-1, Instructions to Offerors Commercial Items
(JUN 1999) is hereby incorporated by reference. (ix) The Government
will award a contract resulting from this solicitation to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous, representing the best value to the Government
price and other factors considered. Past performance and price will be
used to evaluate offers. Offeror's proposal must include capabilities,
experience, and current services or contracts that would demonstrate
your ability to successfully perform this service. Offerors must
provide at least 1 customer for whom ISDN-PRI local exchange services
have been installed. A customer contact name and telephone number must
be included in the proposal. Proposals must also include recurring and
nonrecurring charges from any applicable tariffs. Proposals must be
limited to 10 pages or less. Applicable tariffs should be listed as an
attachment to the proposal and will not count toward the 10-page
limitation. (x) Offerors are reminded to include a completed copy of
the provision at 52.212-3, Offeror Representations and Certifications
-- Commercial Items (JUN 1999), with its offer. (xi) Clause 52.212-4,
Contract Terms and Conditions -- Commercial Items (MAY 1999), is hereby
incorporated by reference. (xii) Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (MAY 1999), is hereby incorporated by reference;
paragraphs and subparagraphs (a), (b) (1) (5) (11) (12) (13) (14) (15)
(20) (22) (25), (c) (1) (2) (3), (d) and (e) apply to this
solicitation and any resultant contract. GSAR Clause 552.212-71,
Contract Terms and Conditions Applicable to GSA Acquisition of
Commercial Items (MAR 1998) is hereby incorporated by reference;
clauses 552.203-70, 552.215-70, 552.228-75, 552.229-70, 552.232-70,
552.232-77, apply to this solicitation and any resultant contract.
