This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N65236-99-R-0591 is issued as an RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Because this procurement is for licenses for the Drug-Drug Interaction Module, which is proprietary, this action is being done on a sole source basis to First Databank, Inc. Indianapolis, IN. Note 22 applies. The required items are 107 each site licenses per year for the Drug-Drug Interaction Module. The period of performance for this action is three (3) years, consisting of a base year with two (2) option years. The delivery schedule is as follows: All licenses for the base year shall be received by 30 September 1999; all licenses for the first option year shall be received by 30 September 2000; and all licenses for the second option year shall be received by 30 September 2001. Shipping instructions are FOB destination at SCSC, SAIC, 4161 Campus Point Court, San Diego, CA 92121. Provision FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Award will be made to the responsible, responsive company whose bid is technically acceptable, lowest price (including options).
