contract to W.M. Keck Observatory/California Association for Research
in Astronomy (CARA), Kamuela, HI, pursuant to 10 U.S.C. 2304(c)(1),
only one responsible source. This procurement is to provide three years
of operational support for NASA scientists who are allocated observing
time on the Keck Observatory's twin 10-meter telescopes. NASA intends
to award a firm-fixed price contract for a period of 1 year, from
October 1, 1999, through September 30, 2000, with two 1-year options.
These support services include but are not limited to: instrument
specialists; telescope operators; electronic, mechanical, and software
technicians for instrument maintenance; documentation and logistics
support for observing teams; administrative functions including
telescope scheduling, review of proposals for telescope time, and
assistance in post observing data analysis. The proposed effort is a
continuation of support provided by CARA under Contract NASW-96027.
This effort is based on Cooperative Agreement NCCW-0062 awarded on
September 30, 1994 between NASA and the California Institute of
Technology (Caltech). In this Cooperative Agreement, NASA agreed to
become a partner with CARA, the owner and operator of the W.M. Keck
Observatory, and agreed to fund a portion of the annual operating costs
of the Keck Observatory in exchange for viewing time, to conduct
astronomical research of programmatic interest to NASA. As
owners/operators of the facility, CARA is the only source which can
provide the operations and the supplemental support required by NASA's
observing teams. Also, the terms of the Cooperative Agreement
NCCW-0062 provided that operations and supplemental support would be
accomplished by CARA, and the proposed contract is a direct follow-on
to a prior contract with CARA. The Keck Observatory/CARA is the only
source which can meet the Government's astronomical research support
requirements. Any other firms desiring consideration are requested to
fully identify their interest and capabilities within 15 days of the
date of publication of this synopsis to the NASA/GSFC office and
