Transportation Systems Center is inviting industry comments and
recommendations on its upcoming requirement for On-Site Technical
Support Services. These services are currently being provided under
contract DTRS57-97-C-00064 with Computer Sciences Corporation. For
information purposes, a redacted version of the current contract may be

this follow-on acquisition will involve essentially the same scope of
work and magnitude of effort as found in the current contract, the
specific details of the new contract may be significantly different in
such areas, for example, as contract type, DRAFT RFP FOR ONSITE
TECHNICAL SUPPORT SERVICES This is not an Invitation for Bid, a Request
for Proposal or a Request for Quotes. The Volpe National Transportation
Systems Center (Volpe Center) is issuing for industry comments a Draft
Request for Proposals (RFP) for onsite Technical Support Services.
These Technical Support Services will include strategic and detailed
technology assessments, requirements analysis, concept development,
architecture design and alternatives analysis, software development,
test, and integration, system training, system maintenance, system
operational support for both transportation and logistics management
information systems, and command and control, communication, and
intelligence systems. Services will cover the full spectrum from
stand-alone applica performance-based statement of work elements, and
revised personnel qualifications for required labor categories. It is
expected that the solicitation for this effort will be issued by about
September 1, 1999, with contract award planned for August 1, 2000.
Please note that there will be a contract transition period immediately
following contract award. All firms interested in this acquisition are
invited to review the current contract and provide comments to the
Volpe Center. Although there are no time constraints for providing
comments, it is requested that initial comments be submitted to us by
June 21, 1999 to coincide with the ongoing Request for Proposal (RFP)
development process. The primary purpose for soliciting your input on
this acquisition is to provide those interested the tions to
large-scale, integrated worldwide systems. These Technical Support
Services are currently being provided under an Information Systems (IS)
Contract No. DTRS57-97-C-00064 with Computer Sciences Corporation,
Rockville, MD. In addition, this acquisition includes an option for
Operations Research and Analysis (ORA) support. These ORA services will
include the analysis and assessment of transportation systems and
issues from a variety of perspectives. These perspectives include
system performance and effectiveness, supply and demand forecasts,
impact analysis, socio-economic analysis, industry analysis, policy and
regulatory development, strategic planning, operations and maintenance
assessment, risk assessments, capital investment needs, infrastructure
and equipment management, me opportunity to participate in developing
the most effective, efficient and flexible solicitation and resulting
contract to satisfy the Government s requirements for these services.
In particular, the Volpe Center is interested in industry comments
regarding: 1. Any suggested approaches to the general format and
structure for the RFP, including approaches to most effectively
estimating labor requirements for this effort. 2. Potential for
performance-based statement of work descriptions 3. Contract Type 4.
Space requirements, including office space and parking 5. Contract
transition considerations 6. Simplified or streamlined proposal
preparation instructions 7. Past Performance, and other proposal
evaluation criteria The Volpe Center may incorporate industry comment
trics development, and critical technologies planning and evaluation.
The optional ORA services are now being performed by EG&G
Dynatrend, Wellesley, MA. under Contract No. DTRS57-97-C-00095. For
informational purposes, a redacted version of these current contracts
may be viewed at the following Website:

solicitation for this effort will be issued by October 1, 1999, with
contract award planned for August 1, 2000. Please note that there will
be a contract transition period immediately following contract award
with a duration of approximately 90 days. Full contract performance is
expected to begin on or about November 1, 2000, with the full period
of contract performance of five years thereafter, including exercise of
o s in part or in whole into future releases of the RFP, including the
Statement of Work (SOW). The Government is not soliciting proposals at
this time. The Draft RFP, including the SOW, will be available in the
near future on the Volpe home page at:
