EPA has a requirement to provide Security Support Services for the entire Agency. The selected contractor will assist EPA in the security of its personnel, property, facilities, national security information, and proprietary information. This requirement includes the security of approximately sixty (60) facilities nationwide encompassing 5.8 million square feet of office and laboratory space for approximately 19,000 employees and visitors. The requirement includes the following types of activities: circulation control (access to and movement within facilities); use of locking devices and security containers; use of intrusion detection and access equipment (coded i.d. cards); designing security systems (CCTV, alarms, etc.); selection of security communications equipment; observing and monitoring guard forces, including assistance in preparation of post orders and operating instructions; development and orientation of training programs for guard forces; control, accountability, and destruction of National Security Information; conducting physical security reviews; conducting daily security operations such as installing locks, issuing identification cards, and responding to emergency situations. The resulting contract will be a performance based, fixed price contract with a base year and four option periods. Each period will include fixed monthly prices for the security support services. It is expected that the total value of the contract will be $8,000,000 for the five year effort. This effort will be 100% set aside for small businesses.
