Shredding and recycling service for unclassified Naval Nuclear Propulsion Information (NNPI). NOTE: FUNDS ARE NOT AVAILABLE AT THIS TIME. THERE WILL BE NO AWARD UNLESS FUNDS BECOME AVAILABLE. IF FUNDS BECOME AVAILABLE THIS COMBINED SYNOPSIS/SOLICITATION WILL BE UTILIZED FOR AWARD. THIS ANNOUNCEMENT IS TO OBTAIN A REALISTIC ESTIMATE FOR EVALUATION. PROCESSING: Provide one enclosed, lockable trailer with tri-wall boxes for storing material during the accumulation period. A location outside the Controlled Industrial area in the Norfolk Naval Shipyard (NNSY) will be provided to park the trailer. The material to be shredded will consist of paper, mostly white, packaged in brown paper bags, which will be collected and placed in the tri-wall boxes by the shipyard. The contractor will be notified when the trailer is full for removal and processing. An empty trailer and boxes shall be provided the same day. The NNPI paper shall be shredded to strips no larger than " width, or into pieces no larger than 2" X 2" square and recycled. The shredded material shall be baled and compacted for shipping to the recycle location for security and more efficient shipping. The estimated quantity of material, based on figures from March 1998 to February 1999, is 65 tons per year. This figure will vary. Shredding of the NNPI paper shall be expedited to minimize storage time while waiting for processing and minimize the opportunity for loss of security control. The contents must be processed within a month of receipt. SUBMITTALS: Weights of each load and certification that load has been shredded and recycled IAW the security requirements. SECURITY: During the performance of this contract, NNPI may be developed or used. Appropritate safeguards must be proposed by the contractor and provided to the Contracting Officer for Security for the safeguarding from actual, potential or inadvertent release of classified or unclassified NNPI in any form by the contractor or any subcontractor. These safeguards shall ensure that access to NNPI is limited to those governmental and contractor parties, including subcontractors, that have an established need for access to NNPI to perform work under this contract, and then only under conditions which assure that the information is properly protected. Access by foreign nationals or representatives of foreign interests is not permitted. In addition, any and all issuances or releases of such information beyond such necessary parties, whether or not ordered through an administrative or judicial tribunal, shall be brought to the attention of the Contracting Officer for Security. The Contracting Officer for Security shall be immediately notified of any litigation, subpoenas, or requests which either seek or may result in the release of NNPI. In the event that a court or administrative order makes immediate review by the Contracting Officer for Security impracticable, the contractor agrees to take all necessary steps to notify the court or administrative body of the Navy's interest in controlling the release of such information through review and concurrence in any release. The contracting agency reserves the right to audit contractor facilities for compliance with the above restrictions. Exceptions to these requirements may only be obtained with prior approval from the Commander, Naval Sea Systems Command (SEA 09T). If awarded the period of performance for these services would be for one year. This announcement constitutes the only solicitation; proposals are requested, a written solicitation will not be issued. The solicitation number is N00181-99-Q-Z013 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-07, Defense Acquisition Circular 91-13, NAPS 97-4 and NAVSEA Procurement Policies & Guidance 98-34.
