Wisor (202)305-2130 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation DSD-9-00215 will be issued as a Request for Quotation (RFQ) per FAR Part 13. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-06. (iv) This is a small business set aside. The applicable standard industrial classification code and small business size status is 3812 and 750 employees. (v) The contract line items are: Line Item 1 -- TI-200 Camera with Pan, Tilt & Wiper for Vehicle Mounting, Quantity 28 each; Line Item 2 -- Joystick Controller, Quantity 28 each; Line Item 3 -- 4.5" B/W Video Monitor, Quantity 28 each; Line Item 4 -- 18" Cable Assembly, Quantity 28 each; and Line Item 5 -- Vehicle Mounting Bar Kit, Quantity 28 each. This order will be issued for a firm fixed price. (vi) Description (all listed description elements are minimum requirements for award): Thermal Imager TI-200 Camera with Pan, Tilt w/ Wiper for Vehicle Mounting to include Joystick, Monitor Cable Assembly and Vehicle Mounting Bar Kit. (vii) Delivery of Line Items 1 through 5 are required 30 days after receipt of order. Equipment shall be delivered as follows: Immigration and Naturalization Service, Attn: Ken Loukinen, 801 I Street, NW, Room 883, Washington, DC 20536-0001. The Government will not consider any quotes from offerors who cannot/will not make delivery of the equipment as stated above. (viii) FAR 52.212-1, "Instructions to Offerors -- Commercial Items" is incorporated by reference. (ix) FAR 52.212-2 "Evaluation -- Commercial Items" applies to this procurement. This is a best value procurement. Price and performance evaluation will be evaluated equally. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 "Offeror Representations and Certifications -- Commercial Items": with the quote. (xi) The FAR clause 52.212-4, "Contract Terms and Conditions- Commercial Items and (xii) FAR Clause 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items' apply to this acquisition. No additional FAR clauses apply. (xiii and xiv -- Not Applicable). (xv) -- Numbered Note 1 applies. (xvi) quotes are due no later than 1:00PM Eastern Standard Time, September 10,1999.
