12th Contracting Squadron at Randolph AFB, TX, intents to award a firm
fixed-price Purchase Order pursuant to FAR 13.5, to a qualified
contractor, to operate a well rounded aerobics program for Randolph
AFB. This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as
supplemented, with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This is a
Request for Quotation (RFQ), Solicitation No. F41619-99-Q9137. The
solicitation document, incorporated provisions, and clauses are those
in effect through Federal Acquisition Circular 97 -- 12. This
acquisition is 100% set aside for small business concerns, utilizing
the Size Standard in FAR Part 19 under Standard Industrial Code (SIC)
7991, and the Business Size Standard is $5.0 million. The contractor
shall furnish all labor, personnel, equipment, supervision and other
equipment necessary to perform and complete the following requirement:
1. SPECIFICATION OF SERVICE: a. Scope: The Aerobic Contract Manager
will provide the expertise needed to operate a well-rounded aerobics
program for the Randolph AFB Sports and Fitness Center (i.e. step,
dance/combo), from 1 October 1999 through 30 September 2000. b.
Location: Classes will be conducted at Randolph AFB Fitness Center,
Hangar 70, 5th Street West, Randolph AFB TX 78150. 2. Personnel. The
Aerobics Contract Manager will recruit, train, and schedule qualified
aerobic instructors who possess as a minimum a current national/local
certification from one of the following aerobics certification
institutes: American Council of Exercise (ACE), Aerobic and Fitness
Association of America (AFAA), the institute of Aerobics Research, or
local health club certification. In addition, the instructors must
possess a current American Red Cross Cardiopulmonary Resuscitation
(CPR) card. All required instructor certification must be current and
valid prior to commencing work. b. The contract manager will be
responsible for the performance of work (POW). The name of the contract
manager and the alternate(s) will be designated in writing to the
contracting officer and Fitness Center Director. c. Contact personnel
shall present a neat appearance and be easily recognizable. Dress shall
always conform to base standards. d. Active-duty military personnel, if
hired, may be subject to permanent change of station (PCS), change in
duty hours, or deployment. Their absence at any time shall not
constitute an excuse for non-performance under this contract. 3.
Quality Control: a. The contractor shall ensure that all work performed
under this SOW meets the quality standards established in paragraph 8.
b. The contractor shall obtain a proper pass and identification to
allow access to the facility. 4. Physical Security. The contractor
shall be responsible for safeguarding all government property provided.
At the end of each work period, facilities and equipment will be
secured. 5. Hours of Operation a. Classes will be conducted Monday --
Friday, 0600, 0900, 1100, 1200, 1645 and 1745. Saturday -- 0800 and
0900. b. Water aerobics will be conducted 30 May _31 Aug 00, depending
on the Base Pool hours. The classes will be offered Monday and
Wednesday at 0900, and Tuesday and Thursday at 1800. The Fitness Center
Director will designate an on-base swimming pool. c. The contractor is
not required to work on any Federal Holidays. 6. Conservation of
Utilities. The contractor shall instruct his employees in utilities
conservation practices and shall be responsible for operating under
conditions, which preclude the waste of government utilities. 7.
Government Furnished Utilities and Services a. The government shall
provide without cost to the contractor the utilities necessary to
accomplish the tasks specified in this SOW. The government shall
provide without cost to the contractor a designated aerobics area in
Hangar 70 to include steps and sound system Also a swimming pool and a
lifeguard on duty to support water aerobics. b. Instructors will
provide their own batteries and headset compatible to the fitness
centers sound system and frequency dial. 8. Specific Tasks a. Ensure
that certified aerobics instructors are available to conduct scheduled
classes as specified in paragraph 5a and b. b. Provide the Fitness
Center Director a master schedule listing names of aerobic instructors
for each class, and the type of instruction to be taught. c. Provide
the Fitness Center Director an original or file copy of each
instructor's certification. d. Offer a minimum of two (2) special theme
aerobic programs (i.e. Halloween, Valentines' Sweet, Summer Madness...
etc) per month. e. Ensure all aerobic instructors incorporate a
standardized safe warm-up and stretching technique, a target heart rate
check at least twice per class, and a safe cool down period to conclude
the class. EXAMPLE: A 60 minute class will incorporate a 5-7 minute
warm up/stretching period, a 5-7 minute cool down period, a target
heart rate check twice, and a specialized instruction period for step
and dance (low impact, high impact, combination low/high) instruction.
f. Conduct at least one 2 hour training session per quarter briefing
instructors on current trends in aerobic instruction to include
updating and upgrading music selection and choosing the right warm-up
and cool down phase to suit each class. In addition, the Aerobic
Contract Manager will survey participants quarterly to solicit feedback
on quality of instructors and class type offered. g. The Aerobics
Contract Manager will conduct monthly meeting with instructors keeping
them abreast of policy changes of pertinent information deemed
necessary by the Fitness Center Director. h. The Fitness Center
Director or designated representative will verify completion of work.
i. Instructors should be present at least ten (10) minutes prior to
scheduled class time. j. Instructors will notify Fitness Center Staff
on duty of any injuries to participants incurred in or associatedto the
aerobic program. The Fitness Center Staff is responsible for notifying
ambulatory services if necessary. 9. Payments: Contractor will be paid
based on actual classes conducted, at the hourly rate agreed. It is
estimated that there will be a total of 1980 classes during the
performance period. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: Has
conducted or supervised an aerobics program for at least 2 years. The
period of performance is 1 October 1999 through 30 September 2000. The

OFFERORS ARE ENCOURAGED TO SUBMIT COMMERCIAL LITERATURE DESCRIBING
THEIR OPERATIONS AND HOW THEY MEET THE PROFESSIONAL REQUIREMENTS OF
THIS SOLICITATION. OFFERORS MUST PROVIDE INFORMATION ON THEIR PAST
PERFORMANCE TO INCLUDE CONTRACT OR ORDER NUMBER, REFERENCES (NAMES AND
PHONE NUMBERS). OFFERORS MUST SUBMIT A TECHNICAL PROPOSAL DESCRIBING
PROCEDURES FOR CONDUCTING THE AEROBICS PROGRAM FOR RANDOLPH AFB AND
DEMONSTRATE HOW THEIR PROCEDURES MEETS THE REQUIREMENT OF THE STATEMENT
OF WORK. THE GOVERNMENT WILL MAKE AN AWARD TO THE RESPONSIBLE OFFEROR
WHOSE OFFER CONFORMS TO THIS REQUIREMENT AND IS CONSIDERED TECHNICALLY
ACCEPTABLE, CONSIDERING PRICE AND PAST PERFORMANCE AS FOLLOWS: 1) A
DECISION ON THE TECHNICAL ACCEPTABILITY SHALL BE MADE. ONLY THOSE
OFFERORS DETERMINED TO BE TECHNICALLY ACCEPTABLE WILL BE CONSIDERED FOR
AWARD. 2) ALL TECHNICALLY ACCEPTABLE OFFERORS WILL THEN BE RANKED BY
EVALUATED PRICE. 3) FINALLY ALL TECHNICALLY ACCEPTABLE OFFERORS WILL
RECEIVE A PAST PERFORMANCE RISK ASSESSMENT RATING OF EXCEPTIONAL, VERY
GOOD, SATISFACTORY, NEUTRAL, MARGINAL OR UNSATISFACTORY. 4) IF THE
LOWEST PRICED TECHNICALLY ACCEPTABLE OFFER HAS RECEIVED AN EXCEPTIONAL
PERFORMANCE RISK RATING, THAT OFFER REPRESENTS THE BEST VALUE FOR THE
GOVERNMENT. AWARD SHALL BE MADE TO THAT OFFERORS WITHOUT FURTHER
CONSIDERATION OF ANY OFFERS. THE FOLLOWING FACTORS WILL BE USED TO
EVALUATE QUOTES: (1) PRICE (2) ABILITY TO PERFORM AND (3) PAST
PERFORMANCE. THE GOVERNMENT RESERVES THE RIGHT TO AWARD A PURCHASE
ORDER TO OTHER THAN THE LOWEST PRICED OFFER IF THAT OFFERORS IS JUDGED
TO HAVE A PERFORMANCE RISK RATING OF VERY GOOD OR LOWER. IN THAT
EVENT, THE CONTRACTING OFFICER SHALL MAKE AN INTEGRATED ASSESSMENT BEST
VALUE AWARD DECISION. THE GOVERNMENT WILL CONSIDER ALL RESPONSES
RECEIVED BY THE DUE DATE. OFFER MUST BE SENT TO THE CONTRACT
ADMINISTRATOR LISTED ABOVE NOT LATER THAN 15 SEPTEMBER 1999 AND SHOULD
REFERENCE THE SOLICITATION LISTED. OFFERORS MUST INCLUDE WITH THEIR
PROPOSAL ACOMPLETED COPY OF THE PROVISION 52.212-3, OFFERORS
REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS. Award will be made
on or about 1 Oct 99. Effective 1 Jun 98, contractors must be
