The Coastal Systems Station, Dahlgren Division, NSWC, Panama City, FL 32407-7001 intends to issue a sole source Purchase Order to Craft Engineering Associates, 2102 48th St. Hampton, VA 23661 to design, fabrticate and test a second generation Universal Omnidirectional Telerobotic Transporter (UOTT). The objective of the UOTT development program is to develop teleoperated and remotely controlled robotic vehicles and associated sensors for use in law enforcement applications. Current and comprehensive understanding of the UOTT drive, control, and power systems including the first generation platform is critical to this effort. This acquisition is unsuitable for full and open competition as Craft Engineering is the original developer of the first generation UOTT and to award to another contractor would be a duplication of efforts that have already been performed by Craft Engineeroing and the time it would take to duplicate the efforts would be too excessive as well as cost would be too excessive.
