combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This is a Small Business
Set-Aside. The Standard Industrial Classification Code is 3561, and
small business size standard is 500 employees. Delivery to be
approximately 6 weeks. Delivery is FOB Destination to Hoover Dam
warehouse, Boulder City, Nevada. Instructions to Offerors: This is a
Commercial Item Acquisition. Evaluation -- The Government will award a
contract resulting from this solicitation to the responsible offeror
whose proposal conforms to the solicitation, will be most advantageous
to the Government, and lowest price received. Offers may be submitted
on the SF-1449 or letterhead stationery. As a minimum, offers must
show the following: (1) the solicitation number; (2) the name, address,
and telephone number of the offeror; (3) a description of the items
being offered in sufficient detail to evaluate compliance with the
requirements in this solicitation; (4) price and discount terms; (5)
remit to address, if different than mailing address; (6) a completed
copy of the representations and certifications at FAR 52.212-3; (7)
acknowledgement of solicitation amendments; Offers that fail to furnish
required representations or information, or reject the terms and
conditions of the solicitation may be excluded from consideration.

copy of the proposal shall be mailed to the Bureau of Reclamation, P.O.
Box 61470, LC-3132, Boulder City, NV 89006-1470. The Government will
not be responsible for any failure attributed to the transmission of
receipt of their proposal. A written notice of award or successful
offeror within the time for acceptance specified in the proposal shall
result in a binding contract without further action by either party.

The Contractor shall extend to the Government the full coverage of any
standard commercial warranty normally offered in a similar commercial
sale, provided such warranty is available at no additional cost to the
government. The resulting purchase order will be a firm fixed-price
purchase order. All quotations must be accompanied with descriptive
literature on the offered products so the government can evaluate the
technical capabilities of the products. All responsible offerors shall
submit quotes by fax to (702) 293-8050 or by mail to the Bureau of
Reclamation, P.O. Box 61470, Attn: LC-3132, Boulder City, NV 89005
(Federal Express, etc.). Oral Offers will not be accepted. Quotations
are due by COB September 16, 1999. Upon request, this office will
provide the dull text of the FAR and Reclamation provisions and clauses
listed herein. The full text of a FAR provision or clause may be

obtain the current information available such as amendments to this
synopsis/solicitation. SCOPE OF WORK The work to be preformed under
this purchase order consists of supplying and delivering five complete
pump packages to Hoover Dam warehouse located on Highway 93 eight
miles northeast of Boulder, City Nevada, and 32 miles from Las Vegas,
Nevada. Each pump package shall include a Robbins & Myers #1E036G1-RO
or equal, progressive cavity pump with mechanical seal consisting of
carbon vs. Silicon carbide seal faces. Pump shall be fitted with a
RM145 elastomer or equal, chromed over tool steel rotor, grease lube
gear joint connections with crowned type gear and totally enclosed,
protected by a wire reinforced elastomeric seal. The drive shaft shall
have heavy duty tapered roller bearing that are factory lubricated for
maintenance free operation that will give a B-10 bearing life of 30,000
hours under maximum operating conditions. The pump shall run speeds
between 180 RPM and 30 RPM to meet the conditions of 60 GPM @ 30 PSI
Maximum, down to 15 GPM @ 30 PSI minimum flow. The pump will be driven
by a VFD controller to be provided by the Government and wired to the
inverter duty 5 HP electric motor #ID5NM-3767T or equal, three phase
230/460 Volt driver. The dive shall be connected to a
USEM-CBN2302SB1809NM/9-1 gear reduction unit or equal that is oil
lubricated. The driver will be coupled by a TB Woods #8 flexible
coupler or equal, to the pump. All components shall be mounted on a PPM
#C12-25 fabricated steel base or equal, with an OSHA coupler Guard
#PPM-16GACG or equal. Fabricated pump base shall include milled pads
and risers. The pump base shall be primed and painted with #290
Industrial paint. The successful bidder shall provide one pump
technician for start up of up to eight hours, be able to provide 24
hour emergency call out field service vehicles to respond on site
within 4 hours after a call out and provide the Government with three
complete sets of operation and maintenance manuals to be delivered
prior to pump packages. Spare parts must be available within one week
