The U.S. Army SBCCOM Soldier Systems Center intends to purchase one each of a modified Commercial off the shelf Thermoelectric Selfpowered Sanitation Heater Part No. TE-FSH-CO105 with Steam Capability which is a modified version of the Hurricane Model No. CO105 heater and a S-Tube Fuel Control Valve from Hurricane Heating Systems, Inc., 207-936 Peace Portal Drive, Blaine, Washington. Both items are primarily sold to the boating industry. This sole source procurement is based on the fact that Hurricane Heating Systems, Inc. has designed, developed and holds patents for these items. They are the only manufacturer who can supply a thermoelectric powered water heater which operates without the use of external electrical power and provide a valve that adjusts to various fuel viscosities and fuel temperatures to provide a constant fuel flow rate to the Army's non-powered heaters. These modified commercial items are being procured for test and evaluation purposes for use in the military Field Sanitation Center (FSC). After developmental and operational testing of these items, a performance specification will be prepared based on military requirements.
