PURCHASE PINPOINT TEST SET: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued, fax quote to (501)987-8119. The request for quotation number is F03602-99-Q0014. This is a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This acquisition is set-aside for small business. The standard industrial classification code of 3577 the business size standard is 1000 employees. Award will be made by evaluating price and a technical evaluation. There are several provisions and clauses that apply to this acquisition. The first provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this acquisition. There is an addendumto paragraph (h) in this provision. Only one award will be made as a result of this request for quotation. Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated with the following evaluation factors to be included in paragraph (a) in descending order of importance are: technical capability of item offered to meet government requirement, and price-price will be evaluated for reasonableness which will be determined through competition. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Alt I (Deviation) Offeror Representation and Certifications Commercial Items. DESCRIPTION OF PRODUCT: Pinpoint test set: Functionally tests and stores test programs for circuit cards and integrated circuits. Can also be used to reverse engineer circuit cards that do not have schematic wiring diagrams available. Schematic option with CAD package: Used to generate schematic wiring diagrams in addition to physical layout of board. Enables in-depth troubleshooting down to component level. Analog Card: Provides analog signals for signature analysis, used for discrete components such as resistors, capacitors and diodes. Provides testing for components that cannot be checked independently. Breakout Box: Functionally checks integrated circuits that are removed from circuit card. Can also be used to check integrated circuit prior to installation. Used to generate testing programs for new I.C. Modem and Modem support: Modem is used to update and upgrade test set and functional programs.
