NASA's Goddard Space Flight Center (GSFC) intends to purchase, on a sole source basis, DRAM Stacked Memory Modules and electrical testing from TRW Components International. The Stacked Memory Modules will be used for risk mitigation for the TIROS Solid State Recorders. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304 (c)(1), Only One Responsible Source. TRW/IC is uniquely qualified to supply these parts. The modules to be purchased are residual parts previously supplied by TRW/CI to support the Polar Operational Environmental Satellites (POES) Program. The modules are custom stacked memory modules that utilize a fixed design for previously developed and delivered hardware on the POES Program. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. Interested parties have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
