for commercial items prepared in acccordance with the format in FAR,
Subpart 12.12 as supplemented with additional information included in
this notice. This notice constitutes the only solicitation; bids are
being requested and a written solicitation will not be issued. This
solicitation is being issued as Invitation for Bid (IFB) number
688-22-00. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular number
97-12. The SIC code for this solicitation is 0782. The small business
size standard is 500 employees. This solicitation is set-aside for
HUBZone small business concerns. SECTION C --
DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK Contractor shall provide
all labor, materials, and equipment for lawn maintenance services at
the VA Medical Center to include La Petite Day Care Center, 50 Irving
Street, NW, Washington, D.C. 20422, in accordance with all terms and
conditions of this contract. I.Routine Maintenance Practices: The
contractor is to submit a weekly mowing schedule after award of the
contract to the Contracting Officer. Changes to the schedule will be
permitted with 24 hours notice and agreement between the Contractor and
the Government on the new day. Necessity of mowing will be determined
by industry standard and approved by the Contracting Officer's
Technical Representative (COTR). Grass is to be cut to shortest height
that is reasonably possible without damage, generally (2) two to (3)
three inches above the ground. Work may be done on weekends in order to
access certain areas. A. Perform (25) twenty-five mow jobs of all turf
areas inside and outside the fence. The contractor is responsible for
removal of all litter and debris prior to mowing. Clippings generated
from the activities will be removed from all surface areas. Included
are (2) two treatments to control weeds to be determined by the COTR.
Weed growing in-between concrete cracks and roadway cracks shall be
treated/controlled as needed. B. Edge (25) twenty-five times all curbs
and sidewalks (including along Irving Street, North Capitol Street,
Michigan Avenue and 1st Street), debris resulting from this work shall
be removed from curbs and sidewalks. C. Shrubbery/bushes which require
shearing to maintain a formal appearance will be sheared (8) eight
times to be determined by the COTR. Informal shrubbery will be
selectively hand pruned to maintain an informal appearance (8) eight
times. Standard pruning practices will be observed and all resulting
debris will be removed. Ornamental trees shall be pruned from ground
level to improve form and remove dead wood. Dead ornamental trees shall
be removed during this work. Tree stakes and guy wires no longer needed
for the health of the tree shall also be removed as needed. Trees shall
be pruned once a year. Trees that become a safety hazard will be cut
down and removed (no more than 3 trees per year). Any tree that is
cut/removed must be replaced by a new tree to match existing. The
Government will also identify (10) ten live trees for removal. D. All
beds and tree saucers shall be cleaned of weeds and edged at a right
angle to a depth of 1"-2". All tree rings shall be concentric and all
bed lines maintained as smooth and continuous lines. Resulting debris
shall be removed from site. Weed/crab grass/poison ivy shall be removed
off fence lines if determined to exist. E. Deliver on site bulk mulch
necessary to mulch all beds and tree saucers. Mulching shall be done in
April, July and September. Existing mulch will be turned or removed
before new mulch is applied. Included is application of a pre-emergent
weed control to mulched areas and groundcover beds. Certain
groundcover or perennial plantings may not receive pre-emergent in
order not to damage the material. All beds shall be mulched with
shredded hardwood mulch. The mulch will be kept away from the base of
trees. Mulch from previous seasons will be turned and up to 2" of new
mulch will be added. The goal will be to maintain no more than 3" of
organic material. F. Install standard variety Spring, Summer and Winter
seasonal flowers in existing bed location at entry sign on Irving
Street, directional sign on 1st Street and three other designated
flower bed locations. A maximum of 1000 plants will be installed. New
flower beds will be created in sections. There will a total 2000 sq. ft
requiring flower beds. Work will include removal of grass and
installation of soil, fertilizer, mulch, plants and flowers next to (1)
Morgue entrance (2) Opposite Ambulance entrance. II. Periodic
Horticultural Practices: A. Remove leaves (3) three times, October: 2nd
week, November: 2nd week and December 2nd week. B. Fertilize in early
May and early September. C. Control weeds in shrub one time in mid-May
and one time in mid-July. D. Tree Pruning: One time in mid-April. E.
Shrubs Fertilization: One time in mid-May. F. Weed Control Schedule:
One time in Late-March, one time in late May. G. Insect/Disease
Problems Schedule: May 15 H. Trim Shrubbery Schedule: One time late in
March, April, May, June, July, August, September, October I.
