32407-7001 intends to issue a Purchase Order on a sole-source basis to
Cobalt Research, LLC, 7308 Silent Bird CT., Columbia, MD 21046-1247.
The Purchase Order will be for the development and evaluation of
alternative Universal Omnidirectinal Telerobotic Transporter (UOTT)
missions and required sensors, video systems and application hardware.
The contractor will identify, develop and evaluate the alternative
missions and supporting technology. This acquisition is unsuitable for
full and open competition as Cobalt Research is the original developer
of the primary sensors and vision system employed on the UOTT and to
award to another contractor would be a duplication of efforts that have
already been performed by Cobalt Research and the time it would take to
duplicate the efforts would be too excessive as well as cost would be
