The Defense Supply Service-Washington (DSS-W) intends to award a single source contract (IAW 6.302-1, ONLY ONE RESPONSIBLE SOURCE) to Joint Management Services, P.O. Box 888792, Dunwoody, Georgia 30356-0792. The requiring activity is the Office of the Secretary of Defense, Net Assessment Office. The research effort is entitled "Command and Control Assessment for 2020: Impacts of the Revolutions in Communications and Information Technology on Military Affairs." The services required to meet the Government's requirements are research and analysis services specifically involving the impact of the revolutions in communications and information technology on military affairs. In accomplishing this objective, the principal investigators will undertake a significant update and extension of their organization theory based command and control assessments of 1980's European theater command and control systems, extend and apply the assessment methodologies developed earlier to the broader situation in the United States' armed forces as it exists today, and apply it to the likely challenges facing U.S. military forces through the year 2020.
