synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA intends to
contract with a qualified vendor to conduct a Blast Vulnerability
Assessment. Technical Requirement The objective of this work is to
provide NASA Headquarters a documented blast vulnerability assessment
of its current facility and site configuration. Conceptual
recommendations to reduce vulnerability and risk shall be identified.
The blast consultant or firm selected to perform this work shall
provide a minimum of five years demonstrated work experience in the
practice of blast engineering. Contractor personnel should have formal
training in structural dynamics and should have demonstrated
experience in performing similar assessments for similar facilities.
The Blast Assessment shall be completed no later than two months after
the order is delivered to the contractor. Payments will be made in
accordance with various work milestones to be determined once the
contract has been awarded. Scope of Work The contractor performing the
blast assessment shall provide the following: 1. The contractor shall
conduct an on-site survey of the facility. The contractor shall meet
with appropriate security and facility representative(s) during this
on-site visit to clearly identify the assets and functions for the
facility under assessment. If needed, the contractor shall conduct
interviews with other appropriate members of the security and facility
staffs, review architectural and structural drawings, visually inspect
the structural/architectural features of the facility and examine the
in-place security systems. 2. As a minimum, a preliminary threat
assessment shall be performed in order to postulate aset of likely
explosive threat locations. The contractor shall provide us with a
minimum of six (6) attack scenarios most likely to occur at this
location. The explosive charge size shall be based on the sizes
required by the Interagency Security Community (ISC) Security Criteria
or the GSA Security Criteria. The threat locations should be based on
intelligence provided by the facility's staff, the on-site survey, the
contractors previous experience in vulnerability assessments for other
facilities and historical data from past explosive events. 3. The
contractor shall analyze primary structural and architectural
components consistent with the threat scenarios determined in the
threat assessment. Three-dimensional analytic models shall be used to
predict the type and extents of damage from the explosive threats
considered. We also request that you provide computer-simulated graphs
and drawings for each scenario outlining the potential damage to the
building. The output from the analytic model shall be simpleand concise
enough so that non-technical people (i.e., managers, security
professionals, non-engineers, etc) can readily understand the
consequences related to occupant and structural vulnerabilities
associated with the considered explosive events. 4. The contractor
shall document the findings in a concise report and provide an
outbriefing to the appropriate security and facility personnel. In this
report the predicted damage from the threats shall be presented in both
a graphical and tabular manner. In addition, the contractor shall
provide conceptual measures to improve the security from a blast
resistant perspective. The government will provide the contractor with
the following: 1. The government will provide the appropriate
assistance for the contractor to conduct an effective on-site survey.
This may include, but is not limited to arranging meetings with key
security and facility personnel and providing access to portions of the
building that may not be open to the general public. In addition, the
contractor shall be allowed to take photographs of items that are
critical in performing an effective blast assessment of the facility.
2. The government will provide structural and architectural drawings of
the facility. 3. A technical point of contact will be provided to the
contractor during the duration of this effort so that the contractor
may responsively meet the government's needs in a reasonable period of
time. The provisions and clauses in the RFQ are those in effect
through FAC 97-12. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 8999 and $5.0 respectively. The
quoter shall state in their quotation their size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to HQ is
required within 60 days ARO. Delivery of all deliverables shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above are due by September 28, 1999 and may
be mailed or faxed to Theresa Keane/210.H, Headquarters Procurement
Office, Greenbelt MD 20771, 301-286-0356, and include, solicitation
number, FOB destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. Addenda

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-3. Questions regarding this acquisition must be
submitted in writing by September 17, 1999 to Theresa Keane, Code
210.H, NASA/GSFC, Greenbelt, MD 20771. Award will be based upon overall
best value to the Government, with consideration given to the factors
of proposed technical merits, price and past performance; other
critical requirements (i.e., delivery) if so stated in the RFQ will
also be considered. Unless otherwise stated in the solicitation, for
selection purposes, technical, price and past performance are
essentially equal in importance. It is critical that offerors provide
adequate detail to allow evaluation of their offer (see FAR
52.212-1(b). Quoters must provide copies of the provision at 52.212-3,
Offeror Representation and Certifications -- Commercial Items with
their quote. See above for where to obtain copies of the form via the
