COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 9,1999 PSA#2428National Cancer Institute, Research Contracts Branch, PSAS, 6120
Executive Blvd, EPS/Room 638, Bethesda, MD 20892-7227 B -- REGISTRY DATA, ANALYSES AND ULTIMATELY A COMPENDIUM OF CANCER
SURVEILLANCE INFORMATION IN NORTH AMERICA SOL NCI-RFQ-90235-NR DUE
092319 POC Marsha Gorham, Purchasing Agent & Todd Cole, Contracting
Officer (301)402-4509 The National Cancer Institute (NCI), Division of
Cancer Control and Population Sciences (DCCPS), Cancer Statistics
Branch plans on procuring the registry data, analyses, and ultimately
a compendium of cancer surveillance information in North America from
Louisiana State University Medical Center, 433 Bolivar Street, New
Orleans, LA 70112. "Cancer in North America" is a two-volume monograph
detailing cancer incidence and mortality in North America. The
monograph reflects the efforts of central registries of the United
States and Canada and affiliated organizations, including the National
Cancer Institute. The publication represents the largest, most
complete compendium of cancer surveillance information in North
America. The fourth edition of the document must be completed by the
Contractor. Previous volumes included data years 1988-1992, 1989-1993,
1990-1994, and 1991-1995. The next volume will skip years 1992-1996 to
bring the publication in parallel with NCI's Surveillance Epidemiology
and End Results Program's "Cancer Statistics Review." Work shall
include both the creation of the "Cancer in North America" volumes and
creation of a dataset detailing the missing 1992-1996 data. Support
for the two previous publications has been provided by the Louisiana
Tumor Registry (LTR), a component of Louisiana State University Medical
Center. The activities will first involve a call for data which entails
the following: 1) Determine the sample size for duplicate protocol for
each registry; 2) Respond to inquiries from registries on duplicate
assessment protocol; 3) Respond to inquiries from registries on EDITS
program; and 4) Compile the registry's criteria for inclusion in
combined rates. Activities for the "Cancer in North America"
publication include: 1) Determine new tables and analyses; 2) Check all
statistics and tables; 3) Work closely with NCI and its contractor to
insure data quality of the analyses; 4) Review the final tables; 5)
Prepare introduction section and highlights and overall document for
final printing; and 5) Prepare press release statement and guidance.
The Louisiana Tumor Registry provided the above analyses and support
for past volumes of "Cancer in North America", and the staff of LTR has
intimate experience in performing the above work in order to meet the
publication deadline of April 2000. Since the goal is to accelerate the
data years involved, it is imperative that previous experience in
analyzing registry information and preparing the document is available
in order to compare the current sample size for duplicate protocol of
each registry to the previous and to know the compiled registry's
criteria for inclusion in combined rates. Prior experience with this
publication or an equivalent (same subject and information base)
publication is essential across all duties noted above. The Louisiana
State University Medical Center is the only source known to the NCI
Researcher that can perform the above analyses and publication duties
by virtue of having experience with the publication (or similar) and
being an affiliated registry. This notice of intent is not a request
for competitive quotation. However, if any interested party believes it
can meet the above requirement, it may submit a statement of
capabilities. The capability statement and any other furnished
information must be in writing and must contain material in sufficient
detail to allow NCI to determine if the party can fully meet the
requirements. Capability statements must be received in the contracting
office by 3:00 p.m., EST on September 23, 1999. If you have any
questions, please contact Marsha Gorham, Purchasing Agent on
(301)402-4509. A determination by the Government not to compete this
proposed requirement based on responses to this notice is solely within
the discretion of the Government. Information received shall be
considered solely for the purpose of determining whether to conduct a
competitive procurement. No collect calls will be accepted. Posted
