Cancer Institute (NCI), Division of Cancer Control and Population
Sciences plans on procuring analyses of screenings for colorectal
cancer among Alaskan Natives from the Southcentral Foundation, 4501
Diplomacy Drive, Suite 200, Anchorage, Alaska 99508. Alaskan Natives
have the highest incidence of colorectal cancer of all racial and
ethnic groups in the United States. The incidence and mortality rates
exceed those for other populations and all other Indian Health Service
areas. Forty-one percent of all Alaskans, including 18 percent of
Alaskan Natives, live in Anchorage, the largest city. Forty-six percent
of Alaskan Natives live in rural areas with less than 1,000 persons. To
understand the current screening practices within the health care
systems serving Alaskan Natives, investigators need to abstract the
medical records of 500 natives from an urban site (Anchorage) and 500
natives from a rural site in the Yukon-Kuskokwim Delta region. The
objectives of this analysis/study are: 1) to document the screening
recommendations of health care providers; 2) to identify the screening
procedures performed; 3) to compare rural and urban screening
practices; 4) to compare screening practices of patients at greater
risk due to a history of polyps; 5) to analyze screening rates and
build a database that will support a screening program; and 6) to make
recommendations for implementation of a statewide colorectal cancer
screening program. The Contractor shall identify a sample of 1,000
subjects greater than 50 years of age who have had at least two visits
to a health care provider at the Yukon-Kuskowim Health Corporation in
Bethel or at the Alaska Native Medical Center in Anchorage over a
four-year period 1994 through 1998. From each site, 450 patients will
be randomly selected. An additional random sample of 50 patients from
each site with a history of polyps will be selected. The contractor
shall abstract the patient records for data on fecal occult blood
tests, digital rectal exams, sigmoidoscopy or colonoscopy, barium
enema, and record of provider's screening recommendation. The
contractor shall analyze the collected data comparing screening rates
and statistics with comparisons to national and statewide rates. All
information will be held confidentiality and all clearances shall be
obtained. Southcentral Foundation is the provider of health care
services for the urban target population and has an agreement with
organizations, such as the Yukon-Kuskowim Health Corporation, providing
care to the rural populations. This is the only organization that has
coverage of the populations and access to enough records to complete
the aforementioned study. Furthermore, the Foundation has the requisite
health care experts that are needed to perform such a study.
Southcentral Foundation is the only source known to the NCI Researcher
that can perform the above study by virtue of having access to such a
broad population of Alaskan Natives. This notice of intent is not a
request for competitive quotation. However, if any interested party
believes it can meet the above requirement, it may submit a statement
of capabilities. The capability statement and any other furnished
information must be in writing and must contain material in sufficient
detail to allow NCI to determine if the party can fully meet the
requirements. Capability statements must be received in theDebbie

Government not to compete this proposed requirement based on responses
to this notice is solely contracting office by 2:00 p.m., EST on
