behalf of the U.S. Army Office of the Chief, Army Reserve (OCAR) and in
accordance with FAR 6.3, the Defense Supply Service-Washington (DSSW)
intends to award a purchase order (under the simplified acquisition
threshold) on a sole-source basis to Dr. Leslie Day. The requirements
of the present task involve analysis of a multitude of factors that
cause soldiers to leave Army Reserve units. Studies over the past
several years have analyzed various aspects of the Army Reserve system
to aid in targeting remedies for the heavy attrition from units. To
efficiently and effectively fulfill this study's requirement, the
selected contractor must have a current working knowledge of these
studies, including a working knowledge of the contents and structure of
the qualitative and quantitative databases from surveys that OCAR
possesses. The contractor must possess an intimate knowledge of the
personnel and management challenges facing the Army Reserve today. The
purpose of this project is to identify the expectations of junior
enlisted soldiers and examine the expectations that have and have not
been met. Findings will identify disconnects between what soldiers are
told and what occurs. The results of this effort will provide valuable
information to the USAR by identifying possible interventions to better
fulfill promises made to the youngest reservists and increase
