White, cwhite@do.usbr.gov. The Bureau of Reclamation is seeking
potential sources for the development of a diversity implementation
plan for the Denver Reclamation Service Center, and five (5) regional
offices, that will enable the Bureau of Reclamation to best implement
the Department of Interior's overall Strategic Plan for Improving
Diversity. The project is anticipated to end in mid-December 1999, with
a final report at the completion of the effort. Protential sources
shall: (1) Have at least 12 or more years experience in directing
institution-wide diversity efforts at a senior management level; (2)
Have a combination of experience that includes local, county, state,
and federal government efforts; and have recent, direct hands-on
agency-wide experience at the federal level in diversity implementation
planning; and (3) Must provide corroboration that it has a thorough
understanding of the diverse federal standards and procedures
government requires in implementing its programs, and a complete
understanding of the complexityinvolved in the government decision
making processes that affects both agency and public. Additionally, the
Bureau of Reclamation regions have nuances peculiar to each region that
must be confronted. Because of this, the prospective source also shall:
(4) Have extensive nation-wide experience in both urban and rural
areas, to enable an understanding of issues and applications that would
be pertinent to the individual Bureau regional sites, while still
achieving the goals set forth in the DOI Strategic Plan for Improving
Diversity. Interested sources that possess the above qualifications and
can furnish the services as stated above, are encouraged to submit
clear and convincing substantiation to the Bureau of Reclamation,
either by mail, fax, or transmittal to the e-mail address listed below
no later than 9/13/99. Responses should include brochures or other
illustrative material in sufficient detail to demonstrate the
respondent's ability to meet the requirements stated above, and should
include the firm's Dun and Bradstreet number (DUNS) and Tax
Identification Number (TIN). This notice is for market research
purposes only, and not a request for quotation/request for proposal, or
an announcement of a solicitation. The Government will not pay for any
materials furnished in response to this announcement. Submittals will
not be returned to the sender. Firms should identify themselves as
either small business, or other than small business, in accordance with
the size standard for Standard Industrial Classification (SIC) Code
8742. Small business size classification is based on annual gross
receipts of $5M or less over the last three (3) years. Note that this
notice is for market research purposes only, however, the information
gathered from this notice will be used to determine which preference
program will be used to process the acquisition (e.g., 8(a) set-aside
under the Small Business Administration's program, total small business
set-aside, full and open competition). No preference program
determination will be made until the market research has been
