Baxley, Contract Specialist, (770) 488-2601 The Centers for Disease
Control and Prevention (CDC), Atlanta, GA, intends to purchase 2
discrete analog, full bandwidth, fiber optic video with stereo audio
follow Studio-to-Transmitter Links (STLs) feeds from our Terminal
Equipment Area in Building 3, Room SB29 at CDC headquarters on 1600
Clifton Road, Atlanta, GA to the satellite uplinking contractor. These
two individual and discrete Digital Fiber Optic feeds, need to be
provided between our Terminal Equipment Area and the place of business
of our satellite uplinking contractor. Maintenance of the equipment
and fiber optic cabling involved throughout the entire transmission
side of the system shall be the responsibility of the STL contractor.
Maintenance will be for the period October 1, 1999 -- September 30,
2000. Emergency maintenance will need to be made available at CDC's
place of business in no more than 20 minutes following the alerting of
the contractor by an authorized CDC Television Services Technical
person to an occurrence of an STL problem. We are currently using
Alcatel Model 1718 VC Digital Fiber Optic Transmitters at the head end
of each of our two fiber optic STL feeds. These units can transmit
1digital video and 4 digital audio signal bit streams down a single
fiber optic cable. The transmitter must have a built in
Analog-to-Digital (A-to-D) Converter, and the receiver must have a
built in Digital-to-Analog (D-to-A) Converter. Our current satellite
uplinking contractor, Crawford Communications, has a compatible Alcatel
receiver to appropriately compliment our Alcatel transmitter.
Currently, we have 2, TV-1, 4.2 MHz video bandwidth and upwards of 4,
30 hz to 20 khz +or- .5 dBm audio signals. Video system signal must
meet SMPTE NTSC and System M video transmission standards. This notice
of intent is not a request for proposal and no solicitation is
available. This notice may represent the Government's only official
notice of procurement. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR
COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. The provision at
52.212-1, Instructions to Offerors Commercial Items, applies to this
acquisition. The provision at 52.212-2, Evaluation Commercial Items,
applies to this acquisition. The evaluation criteria stated in
paragraph (a) of this provision are as follows: (1) technical
capability of the proposed system to meet the requirements stated
herein, and (2) price. Offerors shall include a COMPLETED COPY OF THE
PROVISION AT 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS
COMMERCIAL ITEMS, with your quote. The best way to complete this
certification to download the FAR Clauses (Volume II) at
http://www.arnet.gov/far/, print out the clause 52.212-3, Offeror
Representations and Certifications, and fill in the appropriate blanks.
This certification must be sent in with your quote. The clause at
52.212-4, Contract Terms and Conditions Commercial Items, applies to
this acquisition. The following FAR clause is hereby added to this
clause: 52.225-11. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Commercial Items, applies to this acquisition. The following clauses
listed in paragraph (b) of 52.212-5 apply to this acquisition: (7),
(8), (9), (10), (11), and (14). See CBD Numbered Note (1). Quotes are
