companies only. NASA/GSFC is hereby soliciting capability statements
for potential sources for technical support for NASA Goddard Space
Flight Center's Science Communications & Technology Branch. Technical
Support shall be provided in several areas that include theoretical,
experimental and developmental efforts in the laboratory and in the
field. Administrative functions that support national and international
collaboration are also required. The work will be managed by the GSFC's
Applied Information Sciences Branch and affiliated organizations and
includes the following broad objectives: 1)Applied Research in
information and data communication technologies 2)Technology
integration, systems development and support 3)Multimedia application
and outreach to disseminate research and engineering opportunities.
Technical Requirement include: 1)Perform end-to end system engineering
for all three technical phases from applied research to demonstration
distance learning functionality over Local, Metropolitan and Wide Area
Networks (LANs/MANs/WANs). 2)Establish the capability for receiving and
processing data from remote sensors and other relevant high data-rate
instrumentation over LANs/MANs/WANs. 3)Develop the on-line multimedia
services to capture in-situ data for satellite data using autonomous
vehicles and or other low cost methods and integrate the various data
types to produce fused data products. 4)Transfer GSFC developed
networking and computing processing technologies and research results
to the broader education communities with emphasis on minority
institutions. 5)Perform all necessary administrative functions needed
to assist a highly active research, engineering and applications group.
These functions include: computer systems administration, meetings,
workshops, and training organization and coordination, logistics
planning, report and presentation preparation, and preparation of
documentation publications. No solicitation exists; therefore, do not
request a copy of the solicitation. If a solicitation is released it
will not be synopsized in the CBD and on the NASA Acquisition Internet
Service. NASA intends to award a sole source 8(a)contract. Vendors
having the capabilities necessary to meet or exceed the stated
requirements are invited to submit appropriate documentation,
literature, brochures, and references. Technical questions should be

not to be construed as a commitment by the Government nor will the
Government pay for information solicited. Respondents will not be
notified of the results of the evaluation. Respondents deemed fully
qualified will be considered in any resultant solicitation for the
requirement. NASA, GSFC intends to award the resulting contract as a
Section 8(a) Small Disadvantaged Business Set Aside. All responses
