announcement amends previous (CBD) Submission No. 353686, dated July
14, 1999. The U.S. Department of State, Bureau of Diplomatic Security
(DS), Countermeasures Program, requires a contractor to provide
engineering support for the DOS/DS TEMPEST Program. The contractor will
be required to provide qualified personnel to travel to United States
Diplomatic posts worldwide to perform TEMPEST evaluations on an array
of computer systems and automated information processing systems. The
successful offeror (contractor) is required to possess a Top Secret
facility security clearance issued in accordance with the National
Industrial Security Program Operating Manual, DOD 5220.22-M, prior to
contract performance. All contractor personnel assigned to the contract
must possess Top Secret personnel security clearances issued by the
Defense Security Service prior to contract performance. Any firms,
which form joint ventures for the purpose of proposing on this
contractual effort, must also comply with the facility and personnel
security clearances stated above. Travel consists of three to four
weeks trips during which the team will visit two to three posts. At
times there will be extended trips to those posts that have a large
amount of processing equipment. Contractor personnel will consist of
the following types: Project Administrator; RF and Acoustic Engineer;
Administrative Assistant; TEMPEST Engineers and Technicians on an as
required basis. DOS will provide the contractor with equipment
necessary to perform the TEMPEST evaluations. Contract type at award is
expected to be an Indefinite Quantity/Indefinite Delivery Task Order
contract. Anticipated beginning date of contract is December 20, 1999,
for a one-year base period with four additional one-year periods at
the option of the Government. Firms may request a copy of the
