(VAMC), Minneapolis, MN solicits the following with procurement being
conducted under FAR Subpart 13.5 Test Program; simplified acquisition
procedures apply. VA will conduct the procurement according to a
combination of FAR Par 12, Acquisition of Commercial Items and Part 13,
Simplified Acquisition Procedures as supplemented with additional
information included in this notice. Solicitation #RFQ 618-165-99 is
assigned as Request for Quotation (FRQ). Solicitation documents and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. This procurement is issued for full and
open competition. SIC code is 7349 and the small business size standard
is $12 million. BID ITEM #1 Provide all labor and necessary materials
to install new hoisting ropes in six (6) elevators, Banks D and E,
dover electric traction passenger (6 each with 5 hoist ropes of
approximately 320 feet each). Provide each elevator with the required
number and size of ropes to ensure adequate traction for the range of
loads with a factor of safety not less than that required by ASME
A17.1. Hoisting ropes shall be special traction steel, preformed,
conforming to Fed. Spec RR-W-410 with minimum nominal diameter of
one-half inch. For machines located overhead, traction steel hoisting
ropes will be 8 by 19 construction. (a) Ends of each hoisting rope
shall be properly turned back, socketed with babbit, and secured to the
car and counterweight headers or dead end hitch plates, with adjustable
rope shackles having individual tapered babbitted sockets; shackel
hoisting ropes to allow adequate take up for future cable stretch;
shackels shall be laced together by cable no less than one (1) size
smaller than hoisting rope to ensure shackels will not twist out of
socket due to rope twist. (b)All hoisting ropes installed on any one
elevator shall be from the same identical factory run; in addition to
compliance3. All hoisting ropes installed on any one elevator shall be

requirements of the ASME A17.1 code, the appropriate handling,
socketing and inspection procedure, outline in the Inspector's Manual
ASME A17.2 shall apply. (c) Provide guards where hoisting ropes pass
around sheaves on cars and counterweights. (d) Attach a
corrosion-resistant metal data tag to one hoisting rope fastening of
each elevator; tag shall bear data as required by ASME A17.1 code. (e)
Hoistway openings will be completely closed off from public viewing at
all times during the replacement of the ropes in each elevator.
(f)Contractor must provide own tools, equipment and incidental
materials for installation; perform daily general cleanup. BID ITEM #2
Provide all labor and necessary materials to install nineteen (19) new
push/pull type stop switches in secondary for Elevator Banks A (4 ea),
B (4 ea), C (3 ea), D (3 ea), E (3 ea), and G (2 ea). ADD ALTERNATE
BID ITEM #3 Provide all labor and necessary material to install one (1)
scavenger pump in pit of #S-3 elevatorin Building 49. ADD ALTERNATE BID
ITEM #4 Provide all labor and necessary material to install Brand Name
only Adams Brand #FCU250T, Receiver #A-846B5, Transmitter #A-846B6
ICUs (photo eyes) in Elevator Banks D (3 ea) and E (3 ea). Provide
2-year parts and labor warranty on all items. After Notice of Award,
Contractor may have up to 60 calendar days to start the work (October
1, 1999 through November 30, 1999); however, once started Contractor
must complete all work within 30 calendar days, exclusive of holidays,
Monday through Friday, during normal working hours from 8:00 a.m. to
4:30 p.m. Award will be firm fixed-price contract(s), FOB destination
with payment in arrears on certified invoice. The government may award
multiple contracts if that will obtain the best value for the
government, price, price-related factors and past performance being
considered. A pre-bid site walk is scheduled for Tuesday, September 14,
1999 at 9:00 a.m. local time. Meet in Facilities Engineering Service,
basement, Building 70 (main hospital building), VA Medical Center, One
Veterans Drive, Minneapolis, MN 55417. Failure to attend this pre-bid
conference will not relieve the successful Contractor from compliance
with all specifications, terms and conditions of resultant contract.
Referenced ASME specifications and General Specifications are available
upon written request. The following incorporated clauses and provisions
are those in effect through FAC 97-13 and are applicable to this
acquisition (past performance/references and price are equal evaluation
items); Offerors must include a completed copy of the provision at
52.212-3 Offeror Representations and Certifications-Commercial Items,
with his/her offer. Davis Bacon wages are applicable to resultant
contract. Original proposals shall be submitted to MAVIS NELSON,
