Robert.Ransom@NOAA.gov. The National Oceanic and Atmospheric
Administration (NOAA) intends to award a contract to Pacific
Environmental Corporation (PENCO), Honolulu, Hawaii, to salvage the
remains of nine vessels grounded in Pago Pago harbor, American Samoa.
To minimize further damage to the reef and accomplish a portion of its
restoration plan, NOAA must immediately issue a contract to PENCO and
utilize its assets alreasy deployed and constructed. Under a separate
contract with the United States Coast Guard (USCG), PENCO is currently
on-scene with all equipment and personnel necessary to remove oil and
other hazardous substances from the ships. To facilitate access to each
group of vessels, USCG/PENCO will construct several earthen causeways
capable of supporting heavy equipment. After removing the hazardous
substances, the USCG/PENCO will remove the causeways. Anything
remaining of the vessels will be removed by NOAA as part of its
resatoration plan. Pursuant to FAR 6.302-02, there is an urgent and
compelling need for NOAAto contract for services to remove what remains
of the vessels to minimize further damage to the reef associated with
rebuilding the causeways. NOAA will also avoid a substantial
duplication of costs by capitalizing on the USCG/PENCO already deployed
assets. Further, if timely contracting is not taken, there is a high
potential for additional damage to the reef due to movement of the
vessel structures caused by wave and tidal action. Based on the current
schedule, award must be made by October 1, 1999. This action is subject
to the availability of funds. A competitive solicitation is not
available. Subcontracting opportunities should be discussed directly
with PENCO or the undersigned contracting officer no later than
September 20, 1999. The period of performance is estimated to be five
months, commencing on or about October 1999. All responsible sources
may submit an offer which will be considered. See Numbered Norw 22.
