ULTRAVIOLET IMAGING SPECTROMETER Notice of intent to negotiate a sole
source contract utilizing Simplified Acquisition procedures under the
authority of FAR Part 13 with Roper Scientific, 3660 Quakerbridge Road,
Trenton, New Jersey 08619 for Intensified CCD Imaging System for
Ultraviolet Imaging Spectrometer. System must include all camera head,
optical, controller and interface hardware, and all PC
WindowsNT-compatible software to acquire images as specified below.
That is, it must be a complete, integrated, functioning system. A set
of disparate, incompatible modules is not acceptable. Camera head must
be of the ultraviolet-sensitive, fiber-coupled intensified CCD type,
with digital readout. A unit containing a conventional intensified
analog video camera head connected to a frame grabber or digitizer is
not acceptable. Frame resolution must be at least 480 X 480 pixels.
Ultraviolet spectral coverage must conform to a quantum efficiency of
10% or higher in the 250 -- 400 nm wavelength range. Image frame
acquisition and intensifier gain must operate under host computer (PC)
control. System must be capable of sustained frame acquisition rates
of 10 Hz or faster. Effective image exposure (CCD integration) times
must be controllable by the host PC and be selectable in the 50 nS --
50 mS range. Manual shutter systems are not acceptable.
Analog-to-digital conversion at the CCD must have a resolution of at
least 12 bits at the full 10 Hz frame rate specified above. If camera
head cooling is required to meet the above specifications, either
thermoelectric or air-cooled units are satisfactory. Cryogenic cooling
is not acceptable. Software must be compatible with all basic camera
control and data acquisition functions, as specified above, including
gain, exposure time, and triggering and frame acquisition. Software
must run under either Windows NT 4.0 or Windows 98 operating systems
(Windows NT is preferred.) All necessary hardware interfaces and cables
must be provided. Complete operating manuals and instructions must be
provided with system. All modules of the system must be powered by
standard 110 V 60 Hz power and/or standard off-the-shelf batteries. All
necessary power cables must be included. The proposed action is for
supplies and services for which the government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1. The
government believes that only one responsible source can provide the
supplies/services that will satisfy the agency requirements. The
contractor holds the proprietary hardware, engineering and software
data. This notice is not a request for competitive quotes but responses
received on or before September 10, 1999, 12:00 pm PST will be
evaluated. A determination by the Contracting Officer not to compete
this proposed action based on responses to this notice is solely within
the discretion of the Contracting Officer. Information received will be
