a combined synopsis/solicitation for commercial items prepared in
accordance with the format specified in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number FA4416-99-RA087 is a request for proposal (RFP).
This acquisition is a 100% small business set-aside. Completion date is
60 days after award. The Standard Industrial Classification (SIC)
number is 1721. Delivery will be FOB destination to Andrews AFB's
Summerfield Military Family Housing, Landover, MD. Proposals for this
solicitation must be received by 24 Sep 99, 12:00 p.m. EST. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. The following
provisions and clauses apply to this acquisition: FAR 52.212-1,
Instructions to Offerors-Commercial Items; FAR 52.212-3, Offerors
Representations and Certification-Commercial Items; FAR 52.212-4,
Contract Terms and Conditions-Commercial Item; FAR 52.228-5,
Insurance-Work on a Government Installation; FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (to include applicable clauses 52.219-8,
52.225-3, 52.225-9, 52.225-18 & 19, 52.222-41 & 26 & 35 & 36 & 42, and
52.232-33). FAR 52.212-2, Evaluation-Commercial Items, blanks are
filled as follows: Past Performance and Price. FAR 52.237-1, Site
Visit. A site visit will be conducted on 17 Sep 99 at 0900hrs at the
Summerfield Military Family Housing Main Office (POC: 1Lt Kelvin King
301-981-1904). Delivery and Finance addresses will be provided upon
award. Proposals are to be submitted via fax on company letterhead or
e-mail. Project to be quoted as three (3) line items CLIN 0001:
Retaining wall supports, CLIN 0002: Refinish 49 Decks, CLIN 0003: Paint
light poles/bus shelters/recepticles. No collect calls will be
accepted. SPECIFICATIONS/STATEMENT OF WORK: Furnish all plant, labor,
equipment, tools, materials, transportation, personnel, and supervision
to paint retaining wall supports, light poles, bus shelters and
refinish decks. Includes the following: 1. Paint retaining wall
supports -- The contractor shall paint the retaining wall supports
throughout Summerfield MFH Installation. There is an estimated 1,000 lf
of twelve inch "I" beam used to support the concrete retaining walls.
The contractor shall remove all visible surface rust and prepare the
surfaces for a prime coat and two finish coats of epoxy, weather
resistant paint in a matching or similar color of the existing paint.
These retaining walls are located at various sites within Summerfield.
2. Paint light poles -- The contractor shall prepare the surface and
paint 200, thirty foot light poles with weather resistant exterior
epoxy paint in a matching or similar color of the existing paint. These
light poles are located throughout Summerfield. 3. The contractor shall
prepare the surface and paint ten bus shelters with weather resistant
exterior epoxy paint in a matching or similar color of the existing
paint. Each bus shelter contains a built-in wooden bench that will be
refinished and painted with clear epoxy. These bus shelters are located
throughout Summerfield. 4. Paint trash can receptacles and lids -- The
contractor shall prepare the surfaces and paint ten trash can
receptacles. These are wooden receptacles that hold a 30gal. trash can.
The trash cans will not be painted. The wood surfaces will be prepared
and painted with a weather resistant exterior clear epoxy. The lids
will be painted with weather resistant exterior epoxy paint in a
matching or similar color of the existing paint. These trash can
receptacles are located throughout Summerfield. 5. Refinish decks --
The contractor shall prepare the surfaces and refinish and paint
forty-nine (49) patio decks, stairs and railings (approx. 17x17 square
feet each). All wood surfaces shall be covered with exterior weather
resistant clear epoxy. All metal surfaces shall be prepared and covered
with exterior weather resistant epoxy paint in a matching or similar
color of the existing paint. These decks are located at specific
locations within Summerfield and will be identified to the successful
contractor. Performance period -- 60 days from award. Hours of
operation -- 0800-1600 hrs. Monday through Friday (Federal holidays
