a combined synopsis/solicitation for commercial items prepared in
accordance with the format specified in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number FA4416-99-RA089 is a request for proposal (RFP).
This acquisition is a 100% small business set-aside. Completion date is
60 days after award. The Standard Industrial Classification (SIC)
number is 0782. Delivery will be FOB destination to Andrews AFB's
Summerfield Military Family Housing, Landover, MD. Proposals to this
solicitation must be received by 24 Sep 99, 12:00 p.m. EST. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. The following
provisions and clauses apply to this acquisition: FAR 52.212-1,
Instructions to Offerors-Commercial Items; FAR 52.212-3, Offerors

Visit. A site visit will be conducted on 14 Sep 99 at 0900hrs at the
Summerfield Military Family Housing Main Office (POC: 1Lt Kelvin King
301-981-1904). Delivery and Finance addresses will be provided upon
award. Proposals to be submitted via fax on company letterhead or
through e-mail. Project to be quoted as one line item, Removal and
Replacement of Trees and Shrubs. No collect calls will be accepted.
SPECIFICATIONS/STATEMENT OF WORK: Furnish all plant, labor, equipment,
tools, materials, transportation, personnel, and supervision to remove
and replace approximately 175 dead trees varying in height from 4' to
10' located throughout Summerfield. The majority of the trees (90%) to
be replaced are evergreens. The remaining 10% will be replaced with a
mix of Thorn-less Honey Locusts (2%), Bradford Pear (2%), Norway maple
(2%), Sweet Gum (2%), Red Osier Dogwood (2%). Approximate tree size
distributions are 4' to 6' (30%), 6' to 8' (50%), and 8' to 10' (20%).
Contractor shall provide and plant approximately 175 like trees 4' to
6' tall in the place of removed trees. Contractor shall provide and
plant approximately 32 healthy shrubs to replace the dead plants at
various locations throughout Summerfield. Contractor shall maintain and
water trees and shrubs sufficiently to ensure proper health and growth
is established during the first 90 days after planting. Contractor is
responsible for disposal of dead trees and shrubs that will be off
site at an authorized landfill. Hours of operation: 0800-1600hrs Monday
