proposed contract action is for services for which the Government
intends to solicit and negotiate with only one contractor under the
authority of FAR 6.302-1. This notice of intent is not a request for
competitive proposals. The Naval Sea Systems Command intends to issue
a firm fixed price sole source purchase order, contingent on
availability of funds, to NetWork & Management Solutions, Inc. (NMSI)
Paranaque, Manila, Philippines (PI), for thirteen man months of effort
with options in support of the construction and repair of Philippine
Navy Patrol Fast Craft (PFC). The purpose of this position is to act as
the primary on-site technical advisor for Supervisor of Shipbuilding
(SUPSHIP). This position is located in the Ship Repair Facility Cavite
(SRFC) SUPSHIP PCF Project Office, Philippine Naval Shipyard, Cavite,
Philippines. NMSI will be responsive to the management and technical
direction received from the Project Manager at NAVSEA PMS325 and the
Contract Administrator at SUPSHIP New Orleans. The candidate must be in
country and working no later than 01 November 1999 to adequately
support the construction schedule of PCF-14 recently awarded to Halter
Marine Inc. NMSI possesses the unique skills and experience necessary
for this position, such as, U. S. citizenship and authorization from
the Philippine Government to work in the Philippines. Due to the
heightened security alert and TREATCON in the PI, it is strongly
preferred that a contractor, like NMSI, is currently living in the
Philippines so as not to be restricted by security provisions and
clearance restrictions currently in place. This contractor has the
proven experience and ability to work closely with Philippine Navy
Shipyard civilian and contractor labor forces, and the military, and as
such has an understanding of and ability to speak Tagalog and is
familiar with Philippine labor laws, the political environment, and
customs. This contractor possesses previous experience as an on-site
representative for a U.S. Navy SUPSHIP organizationand has previous
experience in patrol craft construction and project management under
DOD, U. S. Navy, and FAR guidelines. NMSI possesses the in-depth
programmatic, technical, and logistical knowledge of PCF class MKI and
II boats necessary for this position. NMSI has the necessary
experience in patrol craft construction techniques and experience in
working with construction drawings, as well as previous experience in
U.S. Navy Quality Assurance standards, including Non-Destructive
Testing (NDT), and an ability to manage and schedule construction
programs and repair availabilities using industry and U.S. Navy
standards. As a result of NMSI's past and present involvement with the
on-site PCF Maintenance Repair Team (MRT) efforts, they are in a
unique position to meet all schedule, technical, security, and
personnel requirements without delay or disruption resulting in
significant savings associated with such costs as relocation, housing,
visas, medical matters, insurance and transportation. An award to any
other source would significantly increase costs, and would be
disruptive and delay work in-progress that would result in work
stoppages and possible claims. This inherent cost and schedule risk
would not be recovered though competition, and could potentially impact
boat delivery and consequently Philippine Navy operational readiness.
