Potential sources are sought for providing and maintaining on a
continuous basis, an Electric Armor Target Carrier (EATC). The EATC
will carry and present/lower targets on live-fire ranges on Army

present/lower targets on live-fire ranges on Army installations for the
purpose of training soldiers to detect, identify, and fire on armored
vehicles under simulated combat conditions. It will replace the Armor
Moving Target Carrier assembly (AMTC) (P/N 9365721-1) currently used on
the Remote Target System (RETS) ranges. The EATC will include a lifting
device capable of lifting all full-scale flank targets used by the Army
and capable of mounting devices such as a gunfire simulator, a sound
effects simulator and a MILES sensor/detector. Hits on the targets
shall be sensed and scored; when a killing hit occurs, the target shall
be lowered immediately. Two versions of the EATC are desired; one
controlled via hard-wire and the other controlled via radio frequency
link. The control systems are a part of the anticipated requirement.
The control system must be capable of operating a minimum of two target
carriers simultaneously. The EATC must be capable of speeds ranging
from 0 to 30 km/hr on a curved (minimum radius 150 meters), flat track
not to exceed 500 meters length. Acceleration/deceleration rates must
allow the profile target to be presented to the trainee for at least
45 seconds at 30 km/hr. The EATC shall be capable of presenting a
target above a berm of 72 inches (1.80 meters) with no part of the
lifting mechanism exposed to direct fire. The EATC shall be capable of
raising a 300 lb. (137 kg) profile of a T-72 tank against a 35 mph (56
km/hr) perpendicular wind and shall include means to protect the
mechanism from damage due to higher speed wind bursts such as might
occur in a thunder storm. The EATC shall be capable of using the
existing RETS/ERETS power feed system (buss bars) and be capable of
operation while powered by 'A' batteries (rechargeable from standard
electrical sources) or being powered by a heavy fuel Generator. The
EATC shall be capable of performing at least one operating cycle every
7 minutes. It shall be capable of operating for 24 hours of training
time without recharging. The EATC and its battery must be
environmentally safe and must not pose an unacceptable health or safety
risk to operators, maintainers, or trainees. A firm fixed price
contract is anticipated. While full and open competition is
contemplated for any solicitation to meet the EATC requirement,
competition will be restricted to organizations which have, or are
capable of obtaining, a facility clearance which authorizes the
handling of classified U.S. defense information. Any company with the
expertise to provide the required targets is invited to submit a
statement of interest within 20 days, along with data to substantiate
its qualifications. Data provided to substantiate qualifications should
include information on current products meeting the general
characteristics stated in this announcement and the reason(s) why a
suggested product could be expected to achieve the capabilities
requested. Sources with similar/compatible experience should provide
the contract number of any current or previous government contract(s)
for similar products. The purpose of this synopsis is to identify
