Pulse Detonation Engine (PDE) flight research effort from The Boeing
Company. A Justification for Other than Free and Open Competition is
being prepared. Authority to contract solely with The Boeing Company is
based on 10 U.S.C. 2304(c)(1), "only one responsible source and no
other supplies or services will satisfy agency requirements". The
Boeing Company is currently participating in the development of PDE
hardware, under an existing agreement with the Office of Naval Research
(ONR). The work under this anticipated NASA contract will run
concurrently with, and be based on, the workproduct and developments
achieved under the on-going ONR contract; The Boeing Company is
therefore in a unique situation and its role cannot be replicated by
any other contractor without substantial duplication of costs and
duplication of effort. Ultimately, the fully-integrated PDE system will
be captive-carry flown on an SR-71 to conduct flight research
experiments. The ground and flight researchobjectives, plans, and
schedules will be coordinated with the ONR-sponsored effort. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. See Note 22. An Ombudsman has been appointed. See
Internet Note "B". THIS IS NOT A SOLICITATION. THIS IS AN ANNOUNCEMENT
OF THE GOVERNMENT'S INTENT TO AWARD A CONTRACT TO THE BOEING COMPANY.
NO COMPETITIVE SOLICITATION WILL BE ISSUED AS A RESULT OF THIS
ANNOUNCEMENT. Interested firms have Thirty (30) days from the
publication of this synopsis to submit their qualifications /
capabilities in writing to the Contracting Officer, Linda Kendrick. The
qualifications / capabilities mentioned above will be used solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. A determination by the Government to compete,
or not compete, this proposed effort on a full and open competitive
basis is solely within the discretion of the Government, and will be
based, in part, upon responses to this notice. If the Government
decides to compete this acquisition, a separate synopsis will be
issued. All qualified responsible sources may submit an their
qualifications / capabilities, and their reasons for believing that
they are in a position to perform the identified research effort. Any
