NASA is seeking information from the weather and climate research community on the requirements for global tropospheric and stratospheric wind profile data. It is anticipated that such wind data will be collected on future spacecraft that carry instruments utilizing active sensors such as lasers to provide profiles (with height) of winds through the troposphere and the lower stratosphere. The purpose of this RFI is to gather information to assist in the development of detailed requirement specifications for this data. Issues to be considered include: -- The major scientific issues that can be addressed with global wind data, and the extent to which the wind data are required to address those issues; -- Accuracy and spatial resolution of the wind measurements; -- Geographic coverage, including the characterization of any data voids that could be tolerated; -- Temporal resolution; -- Whether "line-of-sight" data sets are useful (and what kind of scanning would be required), or if only those measurements that include multiple perspectives within a small region that can be combined to construct a vector are useful; -- The extent to which the usefulness of the data is dependent on the ability to improve global analyses with sophisticated assimilation systems (and the extent to which "stand-alone" data sets -- i.e. without model assimilation -- are required). It is anticipated that a balanced representation of respondents to this RFI will be selected to participate in a workshop to develop a set of requirements that NASA will use to guide the design of future space flight missions. Responses to this RFI should include a discussion of relevant issues, the credentials of the respondent including a list of relevant publications, and an indication of whether financial assistance in traveling to the workshop would be requested along with the estimated cost. (For the purpose of cost estimation, assume that the workshop will be held in the Washington area on November 3-4, 1999). Comments on that document relative to changes desired for the purpose of climate and weather research would also be beneficial in the responses.
