for commercial items prepared in accordance with format in FAR Subpart
12.6, as supplemented with additional information. This announcement
constitutes the only solicitation; and a written solicitation will not
be issued. The solicitation clauses and provisions are those in effect
through Federal Acquisition Circular 97-13. The Standard Industrial
Classification (SIC) Code for this acquisition is 8621. The Food and
Drug Administration intends to award a Purchase Order using Simplified
Acquisition Procedures September 17, 1999 to Association of Food and
Drug Officials (AFDO) on a sole-source basis to provide services for a
period of 1 year to develop and implement an active surveillance
system to tract and report on the adopting of the FDA Food Code by
state and local agencies and by tribal nations of Native Americans. The
contractor shall: 1) work with FDA on information to use in identifying
and contacting state food safety program administrators; 2) identify
non-conforming codes; 3) track information and actions taken; 3)
monitor and track progress to correct; 4) work with FDA to develop
necessary data fields for related areas of information; 5) establish
time line for periodic contacts to maintain real time data on the
Code's adoption nationally; 6) track the progress of state programs in
the control of the five food safety risk factors identified by CDC and
the implementation of the five food safety intervention strategies; and
7) submit quarterly progress reports from the database in both tabular
and graphic format prepared for possible web-site entry. This notice
is not a request for quotations; however, interested parties may
identify their interest and capability to satisfy the government's
requirement no later than the response date. Capability statements must
include documentation of an in-depth knowledge and prior experience.
