on August 25, 1999 has been amended. Amendment A00002 is issued to the
above combined synopsis/solicitation for purchase of Employee
Assistance Program services. This amendment is issued in accordance
with FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes an amendment of
the above solicitation, proposals are being requested, and a written
amendment will not be issued. This amendment is issued to furnish
questions and answers concerning this synopsis/solicitation and to
extend the due date. QUESTIONS AND ANSWERS: Question No. 1: To what
extent does the INS want the major components of the proposal
segregated? Answer: The technical proposal (including past performance
information) should be separate from the cost proposal. Question No.
2: In two separate volumes, a Business/Price proposal and a Technical
proposal? Answer: Yes, separation of the Technical Proposal from the
Business/Price Proposal isrequired. Question No. 3: Are the past
performance references to be bound separately, or included with the
technical information? Answer: The past performance references can be
included as part of the Technical Proposal. Question No. 4: Does the
INS have any format requirements (font and/or margin size) or page
limitations? Answer: No. Question No. 5: Is there a preferred binding
method (ring binders, spiral binding, unbound, etc.)? Answer: No, but
is suggested that the proposals be bound separately by whatever means
the offeror chooses. Question No. 6: How many copies (of which volumes)
are required? Answer: Two copies of each proposal should be submitted.
Question No. 7: Please advise us of any other format- and/or
structure-related requirements or preferences. Answer: There are no
other known format- and/or structure-related requirements or
preferences. Question No. 8: Can you provide any insight as to the EAP-
specific scope of services including employment services (#7),
vocational interest test (#8), and mediation services (#9)? These areas
normally fall outside of the purview of even a comprehensive clinical
and worksite based EAP. Answer: In an effort to assist the spouses of
employees who may be forced to give up their jobs when their INS spouse
must relocate, the EAP offers employment services. It is anticipated
that approximately 200 spouses will request such services each fiscal
year totaling 1,000 hours. It is anticipated that approximately 500
hours of mediation services will be required each year. Mediation
services must be available to employees throughout the domestic offices
for the purpose of resolving disputes. Successful mediation will
resolve differences and significantly reduce costs associated with
administrative appeals and other forms of litigation. Mediation
services will allow both parties to explain their feelings and reduce
hostility through open dialogue facilitated by the mediator. The
disputants will clear up misunderstandings, find areas of agreement,
and incorporate these agreements into mutually agreeable solutions,
defined by the disputants themselves. Question No. 9: Is there any
likelihood that the RFP will be amended to exclude the employment
services and mediation services? Please advise. Answer: No, the
employment services and mediation services are an integral part of the
INS EAP requirement. Question No. 10: We have the "6 of 6 pages of the
synopsis/solicitation" taken from the Internet. (HQ-99-06). Do we have
all of the RFP information pertinent to present a complete/full
proposal to the INS? Answer: There is an amendment A00001 posted in
CBDNet on August 27, 1999. The combination of the original
synopsis/solicitation posted in CBDNET on August 25, 1999, amendment
A00001 posted in CBDNet on August 27, 1999, and this amendment
constitutes all of the RFP information required to present a proposal
to the INS. Question No. 11: We do not have FAR 52.212-1 and -1 (b),
FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, FAR 52.212-5, FAR 52.232-19,
FAR 52.217-5, FAR 52.217-8, FAR 52.217-9, FAR 52.203-6, FAR 52.203-10,
FAR 52.219-8, FAR 52.219-9, FAR 52.219-14, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37, and FAR 52.225-21. Are these
essential to our proposal? If so, can they be faxed or overnighted?
Answer: These clauses and provisions are essential to understanding the
Government's requirements and responding to the terms and conditions of
the solicitation. Copies of these clauses and provisions are available
upon offeror request by facsimile only. Question No. 12: How many
copies of the RFP are requested? Answer: See previous response. Two
copies of both the technical and cost proposal are required. If
offerors respond using the SF1449, two copies are required. If response
is on company letterhead, two copies are required. Two completed copies
of FAR 52.212-3 must be provided. Question No. 13: Are the Technical
and Cost proposals presented as separate submissions? Answer: The
Technical Proposal and Cost Proposal should be separately bound. Two
copies of each are required. Question No. 14: Is the Sept. 14th (3
P.M.) submission date holding firm? Answer: The date for receipt of
proposals is extended to September 24, 1999, 3:00 p.m. local
(Washington, DC) time. Question No. 15: Please provide a copy of the
bid/proposal abstract and schedule (pricing) for the contract presently
in place. Answer: The current contract was awarded to Health and Human
Services Group of Mission Viejo, CA in 1993. The original contract
contained the following pricing: Base Year: CLIN 1 Clinical Services,
1896 Hours, $145.00 per Hour, $274,920; CLIN 2 Critical Incident Stress
Debriefings (CISD), 250 Hours, $120.00 per Hour, $30,000; CLIN 3

result of a negotiated solicitation. This contract has been modified
and prices have changedsince the original award. Question 16: Is this
a small business set-aside? Answer: No. Question 17: Does INS only want
pricing information for the base year and option or a complete
proposal? Answer: A complete proposal is required addressing all of the
requirements set forth in the combined synopsis/solicitation. The date
for receipt of proposals is extended to September 24, 1999, 3:00 p.m.,
local (Washington, DC) time. Offerors must acknowledge receipt of this
amendment A00002 before the hour and date specified in the RFP.
Failure of this acknowledgement may result in rejection of your
proposal. If as a result of this amendment you desire to change a
proposal already submitted, such a change may be made by a letter. The
letter must refer to the RFP No. HQ-99-06 and this amendment, and be
received before the time and date specified. The synopsis/solicitation
HQ-99-06 is amended as indicated above. The date for receipt of
proposals is extended to September 24, 1999, 3:00 p.m. local
(Washington, DC) time. Except as provided herein, all other terms and
conditions of HQ-99-06 remain unchanged and in full force and effect.
