COMBINED/SYNOPSIS SOLICTATION (i) This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This Solicitation MDA94699T0597
is a Request for Quote (RFQ) for translation services for public
correspondence addressed to the Secretary of Defense and Deputy
Secretary of Defense, Pentagon Building, Arlington, Virginia. (iii)
This Solicitation document and incorporated provision and clauses are
those in effect through Federal Acquisition Circular Volume 64, No.
116, dated 17 June 1999. (iv) The applicable Standard Industrial Code
is 8999, the corresponding size standard is $5.0 million. The Small
Business Competitiveness Demonstration Program does not cover this
procurement. (v) & (vi) DESCRIPTION OF THE REQUIREMENT AND BACKGROUND
INFORMATION: The contractor shall provide translation services for
public correspondence addressed to the Secretary of Defense and Deputy
Secretary of Defense. Languages include the Romance, Japanese,
Chinese, Arabic, German, etc. Mail will be delivered at least twice a
month by courier and a five working day turnaround time is required.
Additionally, the Government will provide courier service to pick-up
the translated document(s). NOTE: DUE TO THE RAPID TURN-AROUND TIME FOR
THIS CORRESPONDENCE, THIS SOLICATION IS ONLY OPENED TO VENDORS WITHIN
THE METROPOLITAN WASHINGTON, D. C. AREA. Estimated amount of pages per
two weeks range from 10 -- 50 pages. In most cases, a synopsis of the
correspondence will be sufficient. This period of performance for this
service is three (3) years: CLIN 0001, Base period (October 1, 1999
through September 30, 2000); CLIN 0002, Option I (October 1, 2000
through September 30, 2001); and CLIN 0003, Option II (October 1, 2001
through September 30, 2002). The contractor shall provide translation
services as described herein. QUOTES MUST CONTAIN SEPARATE LINE ITEM
COSTS TO TRANLATE EACH INDIVIDUAL LANGUAGE (i.e., Romance, Japanese,
Chinese, etc.) (vii) Date(s) and place(s) of delivery and acceptance:

provision applies to this acquisition: Federal Acquisition Regulation
(FAR) 52.212-1 entitled Instructions to Offerors -- Commercial. The
following provision is being added as an Addendum: FAR 52.214-31
Facsimile Bids/Quotes. (ix) The following provision does not apply to
this acquisition: FAR 52.212-2 entitled Evaluation -- Commercial Items.
However, the Government intends to review quotes and award a contract
without discussions. The Government reserves the right to conduct
discussions if later determined by the contracting officer to be
necessary. The Government may reject any or all quotes if such action
is in the public interest; accept other than the lowest quote; and
waive informalities and minor irregularities in offers received. Award
will be based upon best value to the Government. (x) Offers are to
include a completed copy of provision FAR 52.212-3 entitled Offeror
Representations and Certifications -- Commercial Items. Also if your
company is a vendor not registered to do business with the Government,

company's CAGE Code with offer. (xi) The following provision does apply
to this acquisition: FAR 52.212-4 entitled Contract Terms and

Commercial Items. The following FAR Clauses within the aforementioned
