originally publicized in the CBD dated August 13,1999, is extended till
4;30 p.m. on 16 September 1999. This amendment also provides the
following responses to these Contractor's questions: Q1) Does the
company planning to submit a proposal have the authorization of
speaking with the element receiving the services? A1) All official
communications must go through the contracting office. All personal
conversations are not binding on either party. Q2) Is there a cap for
the amount to be spent on the service? A min max ballpark amount. The
reason I am asking is base on my viability research and on the ground
assessment there may be different than the unit action officer. A2) The
government's estimate will not be released. Q3) What region of the
African continent the group shall be deployed to? A3) The soldiers are
deployed throughout the continent of Africa. When submitting your
quote please specify if any specific regions will not be covered. Q4)
Shall the air ambulance provider be required to provide ground
ambulance transfer to and from the aircraft or will this service be
provided by military resources? A4) The goal is for the military
resources to provide the service only up to 10 miles. Q5) Do you
require the stationing of an air ambulance crew in Africa for the
duration of the contract term? A5) No requirement, however, the
response time will be evaluated. We are looking for evacuation from
point of injury in an adequate amount of time. Q6) What are the
expected operational areas for the 3d SFG? A6) The entire continent of
Africa, again, in your quote specify specific limitations. Q7) Will
the troops be operating within reasonable range of a prepared
fixed-wing airfield, or should we quote for rotary-wing contingencies
as well? A7) Need to be prepared for rotary-wing operations. Q8) Is
this a new operation, or the continuation of a previous operation? A8)
Yes this is a continuation of service. The first order processed for
this service was a purchase order for a 5 month period (May -- Sep 99).
Q9) What are current 3d SFG injury/disease/wound statistics, with
specific attention for wounds/diseases/injuries requiring MEDEVAC from
field sites? A9) Less than 5 MEDEVACs in the past 5 years. Q10) Will
the USG provide diplomatic clearances, consular services, and
prearranged flight clearances to expedite aeromedical asset insertion,
extraction and cross-border operation? A10) No. Q11) Will we be
required to continue services in the event of an unexpected combat or
MOOTW situation? A11) No. Q12) Is the USG prepared to pay standby fees
for dedicated assets? A12) Dedicated assets is not a requirement, but
if offered will be evaluated. You are reminded that price is an
