all material, labor, services, equipment, licenses, taxes, and other
items necessary for the Replacement of approximately 150 Federal
Pacific 480V Draw-out Power Distribution Circuit Breakers located in
eight existing double-ended load centers at the New Jersey Int'l & Bulk
Mail Center, 80 County Road, Jersey City, NJ. Scope of Work includes,
but not limited to miscellaneous repairs, testing, cleaning and
touch-up painting of entire load centers (primary 13.2kV section,
transformer section and low voltage section). Contractors must meet the
following qualifications to be considered for award of the contract.
Contractor Qualifications: 1) Shall have a minimum of ten years
experience in a combination of performing replacement breaker
conversions and/or the manufacture of low voltage power circuit
breakers and switchgear, 2) Shall supply evidence of ANSI certification
of the circuit breaker element and the completed assembly prior to
delivery, 3) Shall have local switchgearservice engineers within a
100-mile radius of the job site, with a minimum of 10 years experience
in the maintenance of low voltage switchgear. Name, address, and
telephone number of the service office nearest to job site must be
provided with the bid proposal, 4) Shall provide a list of five (5)
most recent comparable projects which are 100% completed (installed and
operational) as well as any current projects. Project listing shall
include: name and location; project size, quantities and ratings;
client references (name, title, address, phone, e-mail address);
description (include a brief narrative of project); and contract values
(initial and final). Proposals from qualified contractors will be
evaluated based on price and submitted schedule of construction. Bid
proposal guarantee of 20% must accompany bid proposals. Attendance at
pre-proposal meeting is strongly suggested. Meeting will be held on
Monday, September 27, 1999 at 1:30 PM at the New Jersey Int'l & Bulk
Mail Center, 80 County Road (Room 276), Jersey City, New Jersey.
Solicitation packages will be available on or about September 13, 1999.

packages must be accompanied by $150.00 company check or USPS money
order made payable to Disbursing Officer, USPS. Payments for
solicitation packages are NON-REFUNDABLE. Sealed offers will be
received by the U.S. Postal Service, NY Facilities Service Office, 2
Hudson Place -- 5th Floor, Hoboken, NJ 07030-5502, prior to but no
later than October 8, 1999 (for overnight delivery we recommend using
Express Mail). It is prohibited to pay any fee, commission, percentage
or brokerage fee to any person or firm contingent upon or resulting
from the award of a contract for this project. PERSONAL VISITS AND
PHONE CALLS for the purpose of discussing this projects are not
permitted. Offers will not be publicly opened. The number of offers
received, the identity of offers received, the amount of any offer or
relative standing of the offers will not be disclosed to ANYONE until
time of contract award. Award will be made in accordance with Section
