Naval Surface Warfare Center, Dahlgren Division, Coastal Systems
Station, Panama City, Florida, intends to award a sole- source small
purchase order to Roberts Research Laboratories (RRL), Los Angeles, CA
for engineering services to develop and analyze inert fuzes for the
Shallow Water Assault Breaching System (SABRE) and the EX 430 MOD 1
based on the fuze design currently in use by the Anti-Personnel
Obstacle Breaching System (APOBS). RRL will develop a fuze cutaway for
use as a demonstration device of the design features and operational
sequence of the SABRE Fuze, measure in a quantitative manner the
operational environment imparted to the EX 430 MOD 1 Fuze Slider when
it is impelled into the EX 430 MOD 1 Fuze Firing Pin, and shall
determine the feasibility (proof of scientific concept) of acid
trepanning and the use of thermite as an underwater erosive cleaner.
The estimated effort will be a total of approximately 12 man-months
over a six-month period of performance. This acquisition is unsuitable
for full and open competition for the following reasons. RRL is the
sole developer of the APOBS fuze system. Only RRL has the proprietary
technology to: (a) use pyrotechnics as a man-rated device that has the
ability to provide delay times in excess of 10 seconds (b) ensure an
extremely narrow Standard Deviation, where the distribution mean is of
no less than six standard deviations away from each time delay limit
(c) provide a very small packaging of approximately 1.5 inches (length)
by 0.25 inches (diameter) (d) provide a reliability to ignite and
measure time-delay that exceeds 0.9999 and that is not affected by
environmental conditioning (e) provide different output signals once
the thermal-chemical time delay has ended. RRL delivers mature proven
technology which has been widely accepted and adopted by NASA, the US
NAVY, the US Air-Force, and several US Law-Enforcement Agencies. There
is significant commonality between the desired SABRE/EX 430 MOD 1
fuzes and the APOBS fuze system. Therefore RRL is the only source
possessing the expertise, technical data, equipment, and experienced
personnel necessary to perform the required engineering studies and
interface requirement definition analysis required. Only RRL has the
unique knowledge base and the experienced personnel necessary to
