COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH
ADDITIONAL IFNORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED*****This
solicitation, #F10603-99- R0031, is a Request for Quotation (RFQ),
Simplified Method of acquisition will be used for this procurement. .
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. The
associated Standards Industrial Classification Code (SIC) for this
procurement is 5084, and the small business size is 100
Employees.****Mountain Home Air Force Base has a requirement for two
ICS2200 trailers and six ICS10MT cradles in support of the
Self-contained Hardfloor Operating Platform for Support (SHOPS)
battlelab initiative. As a minimum the specifications for the trailers
and cradles must include:ICS 2200 Trailer or equal Dimensions 26.3' x
7.7'. Weight 5700 pounds. Low profile transport equipped with a
hydraulic system for adjusting trailer height. Hydraulic system must be
a self-contained gasoline/pump unit mounted on the trailer frame. The
hydraulic system must be designed to be operated from the trailer or a
tethered hand held unit which can be operated from the tow vehicle. An
emergency manual hydraulic pump will also be incorporated into the
hydraulic system. The main frame will be designed with a draw pintle
eye. Wheel carriage will consist of four 16" diameter x 12 inch wide
steel wheels with solid rubber compound of a shore-A hardness of 68-72
supporting the main frame. The main frame and wheel carriage must have
pivot arms and hydraulic cylinders to accommodate rear trailer frame
height adjustments. All assemblies will be constructed of structural
steel tube (ASTM A500, Grade B). Trailer will have a 10 metric ton
capacity with a treated oak decking and ISO pads incorporated on the
trailerbed. Lift truck pockets must also be available. All metal
exterior surfaces will be olive drab in color. ICS10MT Cradle or equal
Dimensions 20' x 8.2 x 26". Weight 3600 pounds. Designed to operate
with the ICS 2200 trailer. Must have six pivoting leg assemblies with
spring loaded locking mechanisms. Deck will be constructed with treated
oak and incorporate multiple tie downs to include ISO pads for securing
ISO containers. Each trailer must come with one set of four each ISO
shoes. Cradle will be constructed of structural steel tube (ASTM A500,
Grade B). Capacity will be 10 metric tons. All exterior metal surfaces
will be olive drab in color. The following FAR provisions apply to this
solicitation: 52.212-1, Instructions to Offerors-Commercial; *****The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous, representing the best value to the Government
price and other factors considered. The following factors shall be used
to evaluate offers: Evaluation will be based on (1) Technical (a)
Technical Capability of the item offered to meet the Government
requirement (b) Past Performance (see below) and (c) Delivery Terms
ability to meet required delivery schedule and (2) Price. Factors are
listed in their relative order of importance. Past performance will be
evaluated as follows: Evaluation of past performance shall be based on
information provided by the offeror (see below) and any other
information the government may obtain by following up on the
information provided by the offeror and/or through other sources (i.e.,
offeror's performance on previously awarded delivery orders/contracts
and/or contracts with other Government entities). The offeror must
identify two Federal, state, or local government and private contracts
or delivery/task orders for which the offeror has performed work
similar to the statement of work in this solicitation. References
should include the most recent contracts completed with the last two
years. The offeror shall provide a point of contact, current telephone
number and fax number for each contract. This list is due by the date
established for receipt of proposals. Failure to address a
specification/requirement will be constructed by the Government as
inability to meet the need, or the offeror's taking exception to it.
