The contractor shall also provide PCII-I IEEE GPIB interface card(Qty 2), 10833A GPIB IEEE cable(Qty 4), and Instrument controller(Qty 2). This is intended to be awarded on a sole source basis to Solartron, Houston, TX. This system is needed for Army Research Laboratory's Fuel Cell Program to characterize and evaluate new membranes that have been delivered under an SBIR program. It is also required for conductivity studies from in-house membrane R&D and for membrane electrode assembly test and evaluation. A market survey was performed by searching through scientific equipment catalogs, ads in scientific journals, and inquired about systems with contacts in academia and industry. One other company was found with a competitive system is EG&G Princeton Applied Research. However, our critical requirements such as the frequency range state above and four terminal capability, are not available with EG&G equipment.
