The Naval Air Warfare Center Training Systems Division intends on acquiring one (1) C-2A Operational Flight Trainer (OFT) for the purpose of providing a training asset to VRC-30 located at Navy Air Station North Island, San Diego, CA. The C-2A OFT will possess Enhanced Ground Proximity Warning System (EGPWS), Traffic Collision Avoidance System (TCAS), ARC-210 and Carrier Aircraft Inertial Navigation System CAINS II capabilities. Furthermore, the acquisition will encompass the design, development, integration, testing, delivery, and interim Contractor Logistics Support of the training device. The estimated delivery date is thirty (30) months after contract award. The training device is to be delivered to Navy Air Station North Island, San Diego, CA no later than September 2002. The government intends on pursuing a sole-source acquisition strategy to Reflectone, Inc., Tampa, FL. The government is unable to promote a competitive acquisition strategy for this requirement due to the unavailability of a complete, reliable, and government-approved technical data package. Reflectone, Inc. is currently tasked under contract N61339-93-C-0020 to convert an E-2C OFT into a C-2A OFT. The tasking is inclusive of the development of a technical data package including computer software, maintenance manuals and engineering documentation. See Note 22.
