synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. This is a sole source requirement IAW FAR 6.302-1.
This RFQ has the following line item: 0001 -- 500 Mhz Workstation
upgrade (Order # 2820-00-009) and Software upgrade (Order #
2820-00-011) 1. SCOPE: This document details the required functionality
and general requirements for upgrade of the Computer Assisted Minimal
Invasive Surgery (CAMIS) Unit. 2. SYSTEM FUNCTIONAL SPECIFICATIONS: The
system shall include capability to localize, process, analyze and
display Magnetic Resonance Images (MRI) and Computed Tomography (CT)
images for surgical planning and frameless stereotactic surgery. The
system shall also combine freehand infrared localizer, advanced system
architecture, and integrated software for unparalleled performance in
the operating room. Software shall support intracranial surgical
procedures involving space occupying lesions or malformations
(including soft tissue, vascular, and osseous) and spinal surgical
procedures involving spinal stabilization, neural decompression, or
resection of spinal neoplasms. Software shall also permit interactive
and real-time localization and registration of spinal anatomy. A choice
of three surgery modes shall be available: planning, triplaner, and
oblique displays. Planning mode shall be an interactive display of
ideal surgical pathway. Triplaner mode shall display orthogonal planes
defined by tip of pointer/probe. Oblique mode shall display oblique
orientations in 3 planes -- perpendicular to, parallel to, and at the
tip of the pointer probe. There shall also be a choice of four display
selections: segmentation, color multiplaner reformatting, image edit,
and templates. Segmentation display shall have the ability to display
multiple anatomic or functional areas in 3D. Volumes of interest can
be rendered and assigned specific color and degree of transparency.
Color Multiplaner Reformatting display shall display reformatted images
in orthogonal and oblique planes with regions of interest highlighted
in color. Image Edit display shall allow acquired CT image data to be
edited for headrest and gantry removal. Template display shall show
custom templates for surgeon preference in graphical display. 3.
HARDWARE INSTALLATION: Working with 74th MDSS/SGSI personnel, the
contractor shall upgrade and configure a system into the existing CAMIS
unit. See configuration information below. 4. SOFTWARE INSTALLATION:
The contractor shall install and configure all software in the existing
CAMIS unit to provide a fully functional system with the capabilities
listed in section 2. 5. TRAINING AND SUPPORT: The contractor shall
provide training on the system and upgrade to two government employees
during a three day Image Guided Surgery course taught at the Johnson
& Johnson Education Institute in Cincinnati, Ohio. The contractor shall
also provide a warranty service of one year. 6. UPGRADE PC
SPECIFICATIONS: A. SYSTEM COMPUTER: -- DECtm AlphaStation superscaler
RISC microprocessor with 64-bit word, and 500MHz clock speed -- 128 MB
internal RAM -- 21 inch 1280 x 1024 high-resolution color monitor for
simultaneous display of 4 -- viewports at 512(2) resolution plus a
dedicated screen column for parameter and I/O status -- 2.1 GB disk
drive for system software and patient data -- CD ROM drive for software
distribution -- Keyboard, mouse, and footpedal system control for
simple, convenient user interaction -- Isolation transformer and
uniterruptible power supply for failsafe operation during transient
power interruption -- Full DICOM compliance for network access to
multivendor MRI and or CT imaging equipment provided images are sent
over an existing network in DICOM compliant format B. SYSTEM SOFTWARE:
-- DEC UNIX operating system -- Industry standard X-Windows with
MotifTM window manager software Ship to: 74 MDSS/SGSI, 4881 Sugar Maple

of award, FOB destination, net 30 payment terms. The following clauses
and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Clause
